In Guilty Gear, there's a character named Bedman whose special moves are "recorded" when he uses them and can be replayed when he wants, so Abbacchio could work that way, maybe also adding a counter that records the opponent's move or something clever like that
Someone is currently developing Joshu and slowly figuring out how to make Custom Characters. I’m really hoping for Abbacchio, Yasuho, and Jobin when we get to that level of modding.
After I showed off my Dragona mod, someone Japanese from CC2 followed me on Twitter. Maybe that means that some of them appreciate mods and fan-stuff? Even if it's kinda grey legally. Cool to be part of the vid in a way Xforts, and glad you enjoyed the Etika mod as well. You're lucky to have met him :) I'll try not to get my hopes up too much, but good God, do I want a second season pass. Like, fine, bring over N'Doul and Joshu or something. I think a super cool way to make Abbachio and Moody Blues work is to have Moody Blues repeat previously used (in the past 10-ish seconds of the match) combos or moves either Abbachios or the enemy's since Moody Blues is all about repeating things that people have done in the past

It's so weird that Abbacchio isn't a fighter since his moveset could be really straight forward in concept: record your own fighting combo and then store them. I don't see why this isn't hard to code, but then to record your opponent's actions might not be easy either so idk
The future of ASBR modding looks very bright, as there's still much being discovered still! I'm personally excited to see more mods that change gameplay elements (e.g. the DLC in ASB Mode mod)

The fact that the Golden Wind game was gonna come out in the states (Apperently it had finished localization, and had a booth ready for E3), but was canned last minute still hurts my soul.
It's really odd tbh. It was infact at the presentations, it had localized titles for both US and EU(though the US title was just the series title. Kinda lame), it had a release window, it had marketing and mediacoverage and it literally even had the EU boxart finished. The series wasn't anywhere near as popular back in the west then as it is now, but they were literally so far along that nobody has any idea why they didn't just drop it at some point. At least we have the fantranslation, I guess.
While Fredrich's main character themes do slap, I have to recommend Gwin's full sbr soundtrack. It covers every arc and every theme goes hard (including the boom boom families),
An easy way to implement Abbacchio is to call back to his past as a Cop, give him a Nightstick, maybe even a Gun, some of his stand attacks could be "copy moves", have a Moody Blues counter as his HHA/GHA where you attack it and it turns out you weren't actually attacking Abbacchio Then people will mod him to be Ryotaro Dojima from Persona 4

one thing i wanna add in cause you didnt talk about it you can see in the gappy skin that his eyes and tongue actually see that they added that gappy has like the different pupils on both sides on each eye and you can even see the tongue having the same effect and i thought that was a minor but also cool thing they have added for gappy

Probably the same reason we don't have Abbacchio, though I think he'd make for a neat Ditto fighter.
Tbf, the actual reason is that when the original version released a decade ago, part 8 barely had any content yet and the remaster pre-DLC still reflected it.
