Done on Deathwish difficulty
Achievement guide of how to get "Cutting the Red Wire" and also crowbar spawns
Play it solo to get 2x C4 and not more. It takes about 5 mins to do this.
UPDATE:
If you have "Sixth Sense" skill aced, you can pickup a crowbar while in casing mode.
This feature was added in update 95.5.
