I've used the toothpick/glue many times working on guitars and amplifiers. No need to wait until the glue dries , the screw won't adhere to the wood glue. Is that a Wilkinson FS I see ?.

I noticed that Henk used the clips to tension the material on the hoops, not between the hoops.
