Fair question. Each Shiny animation costs about 75 frames. Red Gyara is deployed into battle 44 times during the run, using up ~55 seconds on the Shiny animation alone. While it seems costly, I had three main reasons to use him anyway: 1. Red Gyarados encounter gives the Red Scale. I later trade it for Exp. Share, which can only be obtained otherwise by spending a bunch of money (Game Corner) or taking a long detour (Cherrygrove Cave). 2. He's a very strong high-level Pokemon available at the start of the adventure. The only other comparable fighters available that early are Pokemon from Mt. Silver or Cerulean Cave; going to either place too early would only require a return trip later (thus wasting time). 3. Thrash is an incredible move. You get multiple KOs for only one PP, and each turn of Thrash after the first saves ~20 frames since you don't have to reselect Attack -> Thrash (the game just autoscrolls for you). So yeah, it was a tough decision to stomach, but I think it was worth it, all things considered.
But i'm confused... how did he know how to catch a Pokemon without a 30 year long tutorial. I thought based on how they exist in every game that it was impossible to know without being reminded for years at the begining.
Mewtwo should definitely have Psychic as it's common for casuals and speedrunners to have this move on it. I'm looking at you, Smogon. TASers give Mewtwo Blizzard and Thunder while the rest give it the inferior Ice Beam and Thunderbolt, but all "Genwunners" give it Fire Blast. Gen II instead of Fire Blast, it gets Shadow Ball. Gen IV TAS give it Focus Blast while the rest give it Aura Sphere to replace the ice move. Gen V give it Psystrike instead of Psychic. Gens VI give it the Mewtwonite Y. Gen VII give it the Psychium Z. Gen VIII it can Dynamax.

Currently I've caught/obtained: Houndhour(starter),zubat,geodude,graveler, golem, spinarak, oddish, bellsprout, gastly, haunter, Gengar, butterfree, nidoran♂️, nidoran♀️, nidorino, nidorina, yanma, kangaskhan, heracross, scyther, scizor, spearow, magby, slowpoke, slowking, clefairy, clefable, murkrow, sunkern, sunflora, venonat and eevee.
