It's to find people who can realistically/believably claim to be able to give a fair judgement based on the letter of the law and the evidence presented in the court. They can have prior knowledge of the trial or the people related to the trial. The point is that can those people still be able to put aside their opinions or preconceptions and judge the case solely on how it's presented to them in court.
