One of the flaws of a Legalism society like America.
"Throw enough legislation at something and we can fix the problem."
Americans are concerned about what is "legal" not what is right, good, and true.
It's not the lack of laws, it's not even the neglected laws already in place;
The core flaw to be fixed is the moral foundation of the society.
Clean up your house and make it nice and pristine, but if it's inhabitants are feral animals, it doesn't matter what the house rules are.
