Isn't the spotter (her dad/coach) there to break the fall? Why is he standing there if he's not going to do anything? I'm not a gymnast, I'm genuinely wondering, not trying to be snarky. (Although...he didn't even give her a hand up, so maybe I am being a bit snarky...)
I'm not a gymnast myself, although I've done lots of acro work in my dancing. But they're not perfect lol, if they see it's going to happen for sure they intervene or if it's a difficult skill they've been having trouble with they're probably more at the ready. This seemed pretty unexpected. As for the rest of the routine, he knows she can do it. It's her father, he has seen her do so much, I'm sure he knows exactly when to intervene and when not to but not like they get it every single time.
Although it might look scary, that was how she was taught to fall. If her dad did anything, it would probably make it worse. Not to say that nastia didn't get hurt from the fall (it gave her a concussion), only saying that sometimes intervening is not the right choice.
There is only so much he can do - I’ve seen videos of him catching her when she was younger but she was fully grown here. Hard to act fast enough and stop a human body in free fall

She later said that fall gave her a mild concussion. For her to go out and finish the routine is incredible.
