This can't be 1984. The news segment is about some kind of meeting with Panamanian president Torrijos. Omar Torrijos died in 1981. It must be around the end of the 70s, a time when many countries were still transitioning btw b/w and color, as some still frame ads reveal.
it's a VHS digitisation work around 2000s-2010s, probably this video was either recorded way farther before being uploaded to youtube or an old machine was taken to use along the way
I think computer error was associated and it accidentally fell into the footage, I'm pretty sure Eifel is still using XP for his DX exporting or he changed his Windows scheme, I'm guessing the original footage had no XP sound, Windows XP came out just 17 years after this footage was recorded.
In some cases, the color drops out because of the distant reception of the signal. It is possible those art cards for the advertising were colorless and the color was switched off during that segment to save transmitter power as was common in those transitional days.
