It's not a easy task. He has done ✅ it very precisely. I have seen some fuel men don't do it nicely 👍. They waste so much fuel.

How do they account for the amount of fuel dispensed. I did not see any record being maintained by either the dispensing attendant or the locomotive pilot. There is no dispensing gauge on site, is there one? who signs off on the amount of fuel dispensed for a particular locomotive.? What is the procedure followed?

As it is everywhere in India, there are no procedures. This is done to maintain scope for corruption.

The "diesel" used for locomotives are very heavy weight fuel oil. They are not suitable for truck or car use it will not combust well and cause damage to the injection pump + it has a red colour die mixed to it cus farming diesel do not account for the road tax and thus cheaper to purchase. And that's why they don't care about any metering devices and it is same all over the world. If they find out u r using red fuel oil in ur car on road then they will give u a pretty costly fine or jail time. I don't think anyone would ever try stealing this diesel. If they put it in their car they will spend more on replacing injectors and pump than what they saved from using stolen fuel.

They need to continuously run the engine because it takes more time to re start this MAMMOTH after fueling. 😐🙄

Diesel do not catch fire and so they are not bothered shutting the engine down. + Locomotives are instructed to not shutdown unless being parked for more than 24hr , this is to reduce thermal cycling of the engine. If u shut the engine it will start to cool down and the metals will contract and when u turn it back on it will warm up and the metals will expand and this puts tremendous wear on the engine parts so to prolong engine life it is not recommended to shut the engine down unless it's an emergency like engine fire.
