What if Wilhelm's message got to Franz Joseph and Austria accepted Serbia's compliance and did not declare war?

I think you misundesrtand tensions. Tensions were very real. Nicky barely ssurvived 1905. Correct me if I'm wrong, I believe the Soviets, on our timeline, considered the annexation of Bessarabia illegal and had poor relations with Romania, besides the latter being anti-communist. I can only expect Austria to collapse soon after completely integrating all of Bosnia. My personal alternative would've been for the creation of a south slavic state as a 3rd. crown, BUT unlike most scenarios with this theme mine would be different because it would be a state made up of: Montenegro, Bosnia and the northern parts of Serbia without Belgrade (which would be depopulated and annexed by the Hungarians and resettled by Germans, possibly becoming a part of an autonomous german Banat dtate within the hungarian crown). This way the south slavs technically have representation, the Hungarian and Austrian crowns don't lose any land and Hungary even gains Belgrade which was already planned in our irl timeline. I'm guessing that Dalmatia might aslo be added into this slavic state as well and migration from all other slavic areas to the southern slavic state might be encouraged, but this state lacking Belgrade and Zagreb and having Sarajevo as it's capital basically cements its fate as nothing, but an Austrian puppet state

Interesting but flawed from nearly the get go. The only way this scenario has the ghost of a chance is for both Russia AND Germany to stay out of the A-H/ Serbian war. The only way this scenario has the ghost of a chance is for both Russia AND Germany to stay out of the A-H/ Serbian war. If Germany went in against Serbia Russia would have no choice. Nicholas would have been deposed in a fortnight with the blessing of the church, military, aristocracy and bureaucracy!

I feel like if Russia doesn't join the war, Montenegro won't either. I mean, Montenegro was and still is a close ally of Serbia, but we aren't gonna catch a bullet for them. We had nothing to do with the assasination of the archduke, and we won't go, defending Serbia, from 2 great powers. That is straight up an impossible mission, and our king, will understand, that we can't turn the tides of this war. Same goes for Greece.
