Walmart won't let me add Mainstay floor lamp:"item is restricted" (Cali). Works with different state

I'm trying to order a floor lamp on walmart but it won't let me add the lamp because I live in california. It appears to be restricted due to some state regulation:

I get errors like:

2. item in your cart is currently unavailable.
3. Unavailable in
If I change the state to a different state (like Oregon), I'm able to ship the item okay. That means it's not sold out I believe.. it's just the light is restricted from california (no reason given). I think it's because of fire regulations.. or electric reasons.. that's just me.
