Tony said they'd do a bunch of stuff to the car, like replace the track under the seat, which he had no intention of having done because everyone knew that car was fine and Phil was just being difficult. That's why Angie was so upset when Tony's plan to placate Phil didn't work out because of that one guy's big mouth.
