Paul Phoenix a TR is like old TMs, they break from 1 use but you cllefr many through raids. TRs allow more moves to be teachable to Pokémon. It’s like having double the TMs than the last game. Mew currently has dragon dance close combat psychic fangs and darkest lariat.

I'm conflicted here. All the content seems good but I have this feeling that all that shit was already in development when the games came out. It's really stuff that should have been in the already empty feeling post game. Also are all the new trainers gonna have maxed out Pokemon cause I imagine most people already have teams of level 100 mons.
if I'm remembering correctly, Given that there was at least concept art for the base games that date back to the year of the original Sun and Moon games release I'd say it's very likely your right on the money that these expansion were already in development. At the absolute bare minimum they would have at least already nearing the end of their planning stage and about to enter full production if I had to guess or were already planned along with the base games. Says potentially says a bit about the the typical cycle development of Pokemon games.

Most games now with DLC have the DLC in production before launch, usually as things planned for game and after, but didn't have time for everything they wanted in their image, or was already planned for after. Games and their designers are now considered enojoyable interactive art and if they can't get everything they want in their time constraint( even if they could hire more people the new people might mess with *their vision*) they will release a base version of everything expected, then release their final finished and "perfected" product
