It works. .. Rosemary from the store doesn’t smell the as garden fresh, or from a garden center. My friend has an herb garden, so I use fresh rosemary; But I skip the cooking method. I put 3-4 clean dry stalks in a cup of olive oil. Store in a dark glass sealed jar. After 24hr it’s good to use. Lasts up to 6mo. It’s a natural DHT blocker. I don’t wash it out. I use it like regular hair oil. Wash my (short) natural hair twice a wk, apply oil to damp hair and scalp; that’s it . My hair is healthier than it’s been in 20yrs.

Castor oil also stimulates and reactivates hair follicles. I use it with coconut or avocado oil to regrow my hair when it thins. It takes awhile to regrow it. The first place you can see regrowth is on the edges, and it's slower to grow back on the top. I have lupus, and my hair falls out occasionally. I'll add rosemary to this from now on.

You could probably turn it into a cream because oils when you whip them including olive oil, will become a white foamy substance like those face creams they sell in the stores for women.
The whipped oil will retain all fo the properties you desire but if you want it to be a cream like substance after you've steamed it. Also, I've noticed that the people who eat rosemary on the island in Italy pulverize it before using it because it's easier to get it into the food, you might like to do that too before the infusion process, put it in a blender, then pour the contents into a cheese cloth before adding it into the oil and then whipping the oil into a cream.

One of my aunties gave me a bottle of extra virgin pure olive oil. She was not going to use it anymore, so I decided to use it for my hair. I bought 1 € of rosemary, let it set for 4 months inside the oil bottle. First 6 months, I used it before washing my hair. I massaged the oil on my scalp, let it set for 2 hours, then washed it off. No dry scalp anymore! Now I use the oil on my mids and ends after I washed, dried and styled my hair.
It's amazing how a few natural ingredients can improve our hair so much. I wish I would have known about hair oiling sooner. I spent half of my life with dry, matted hair.
It doesn't matter if you have thin, medium or coarse hair. It doesn't matter if your hair is straight, wavy or curly. It'll work. But you need a lot of patience, since natural ingredients work slowly. Take photos each week and you'll see the results a few months later.
