You are seeing a combination of 3 different elements. The live action footage of the streets, some CG elements, and then a TON of projections. So it looks real because they are laying real footage of the buildings onto the 3D geometry, and then filling in the gaps. Its very very well done though.
It’s so amazing because as a Japanese person, I was genuinely so curious how they managed to make Shibuya look so empty. How they managed to make it literally identical to the real Shibuya is impressive as well, I could identify a lot of places that came up in the film!
typically, live actions aren't always good and end up becoming laughing stocks on the internet but the directors on this rly went above and beyond for this. it's so well done

It’s because the population is millions so clearing locations can be difficult due to crowd and traffic problems so they have to replica by building sets. They even did while making fast and furious Tokyo drift well done 👍 for filming and everyone who worked in it I love the series! ❤️ Can’t wait for season 2.
