    As part of the changes coming with the Navy's personnel system modernization under Sailor 2025 initiatives, we are improving our enlisted advancement Final Multiple Score (FMS) calculation. The purpose of this video is to highlight the importance for all Sailors, and especially Educational Service Officers, ESOs, know how to calculate the new Reporting Senior Cumulative Average Performance Mark Average, or as we know it the RSCA PMA score, and how it affects Sailors' final multiple score.

    The problem I see with this is favoritism. A reporting senior will lower their P sailors to lower their CA, and give their EP sailors a heavier EP to increase their RSCA. This new system screws someone like me who transferred during this new system and has a transfer EP and cycled EP,MP,MP. Now that we’re considering RSCA my PMA stays the same while someone who gets a cycled eval with a lower RSCA gets a higher PMA and now I’m going to get a welcome aboard P with a super low score to lower my next reporting seniors CA to help their favorites, and I’m going to be stuck as a second class for 4 more years. If I was still at my previous command I would have gotten to take advantage of this system getting another EP and possibly getting some more points for my RSCA. This is not a good system.

    It would be nice if the Navy had a web page on My Navy Portal that listed ALL Navy and Marine Corps Reporting Seniors and their related RSCAs. The database could include the RS's full name, and the list could be arranged alphabetically by last name and current command. Once the correct RS was located, a hyperlink could help the ESO or person completing the RSCA Calculator with the appropriate data mentioned in the guidance/video. I see this being problematic for Sailors attached to the USMC and Joint billets, due to the RS' typically not having a BOL account readily available (This is a whole different challenge in its own (i.e. SAAR form from USMC-->USN). Just my professional assessment of the process. With that stated, I think the overall initiative is OUTSTANDING. ~CMC

    Why take out IA points? Also RSCA only helps a select few and hurts more. Also, the Navy needs to do away with testing, and do what the army does, promotion boards! Every test I take has silly questions that does not have any relevance of my rate.

    Is "(RSCA PMA * 30) - 60" the correct formula? That means to get the maximum points (114) for the test, you have to have a RSCA PMA of 5.80. An E-5 with straight EPs who happened to be consistently above the RSCA, ending up with 4.50 RSCA PMA wouldn't be able to promote with a perfect score of 80 on the E-6 exam. As an E-5 I have NEVER received a 5 in an evaluation trait because my leadership always said that a 5 means there's absolutely no way you can grow, that you're the PERFECT Sailor. -- So far, I've seen this RSCA PMA thing bring people's PMAs up to 4.33 at the highest, which would ultimately still prevent them from advancing even with a perfect score on the test. Is the minimum score going to decrease significantly? Cause I doubt anyone will come close to a 5.80 RSCA PMA.

      Did you even read the instruction? Why wouldn't you be able to promote with a 4.5? I'm assuming you dont understand the difference between FMS and RSCA PMA.

      J G I’ve read the instruction a couple times. Your RSCA PMA goes into calculating points towards FMS. If the instruction is saying (RSCA PMA* 30) - 60, and say you have a 4.5 RSCA PMA if you do the basic math you’d get 74/114 points towards your test. For my rate, we need at least 165 points to promote. But even if you add the maximum 80 points you can get by taking the test, 74+80 = 154 which is still 11 points under the required points to advance

      @@xedavesies The FMS cut is based on a curve. If you are a 4.5 Sailor you will still have an advantage over every person below that.

      J G but 4.50 out of 5.80 isn’t good for points going into the exam. That’s 74 points out of 114 points possible. If I aced the exam and got 80 points, I’d get 154 fms. For my rate, it was a 23% advancement to first class last cycle with minimum required fms of 165. Therefore I wouldn’t promote with a 4.50 PMA for a 23% quota 😅
