The axle broke due to a combination of overloading and bad roads..I'm not sure how long this new welded axle will hold to the same treatments..

Да и технология реставрации балки несмотря на кажущуюся примитивность вполне рабочая, это видно по тому как они её исполнили. Сразу заметно что не в первый раз !

Please explain why they drilled and drove in the pin. Is it for stress relief?
The pin makes the joint stronger since they were only able to weld around the outside. So the pieces are both pinned and welded together. Probably should have used a shorter pin that set below the surface a bit, and then welded the pin in place at both ends. Such a repair in the West would get you arrested, though.
Maybe for more strength than the central part
