Actually this was not Moona, but rather a Nousagi donating to Optifine under her username. This grants her a cape with custom design, which also is applied to the elytra wings. Unless Moona was the one who donated but I'm pretty sure she has had this for a long while.

But it will only be visible to other member who have Optifine installed as well. I donated for my own account almost 10 years ago now... Also If I remember correctly, there is a setting in the Optifine menu to disable custom capes on the off chance that a troll draws an inappropriate design for them.
