Hezbollah builds tunnels, bunkers and fighting positions for several tactical reasons, such as small to large underground bases in towns homes, near UNIFIL sites, and throughout Southern Lebanon. 1) Dispersal of forces, not all eggs in one basket. 2) Quick resupply points 3) Fallback positions, rally-reground points when other positions are destroyed. Food, water, and medical supplies are stored there. 4) As part of the logistical hub, Hezbollah unarmed personnel can quickly travel to these supply points and arm up. These positions can be for a hasty ambush or for quick reactionary actions. 4) As seen in Gaza, unarmed/lightly armed Hamas personnel can quickly move back into areas where they have been driven out and re-established themselves as a fighting force. This is especially true when IDF forces have pulled out of a given area. 5) It is almost impossible to find all these small hidden sites. 6) Being near UNIFIL bases protects Hezbollah from Israeli strikes, allows Hezbollah more freedom to conduct rocket, mortar fires, and obscures Hezbollah construction and movements.
Being born and raised all along the U.S. gulf coast in Florida, Louisiana, and Texas, when a hurricane is coming your way, you evacuate. If you don't, when the storm hits, you risk your life. That's just basic common sense. But after a 60+ year lifetime of hurricanes, there are still those that will try to ride out the storm. They almost never blame anyone else for their foolish decision though. So this is really weird to me that they blame hurricane Israel for them not evacuating.
