Feels weird that Akuma wasn't considered. He literally has the satui no Hado, which translates to "Surge of Murderus intent". Just imagine a non cut to black raging demon as a fatality.
My personal ideal guest is definitely Vergil from Devil May Cry. DMC5 and MK1 are two of the most visually impressive games in their genres, the composer of Bury the Light worked on the soundtrack for MK1, Vergil’s lore and power set fit super well into the MK universe, and between weapon switching, devil Trigger, and concentration, he’s got potential to be the most technical and hype characters on the roster. The banter between him and Bi-Han would be PERFECT.
People keep suggesting these marvel characters. They’re all owned by Disney now, so I highly doubt they would ever be in Mortal Kombat. Disney has shown that they don’t really like to share
I think I'd prefer Ghost Rider as a skin for Scorpion sold as a bonus for buying deadpool (plus Elektra Skarlet and Wolverine Baraka) rather then his own character.
If Undertaker was in Mortal Kombat, he would have his own version of “toasty!” He would do one of his special moves and you’d hear Paul Bearer “OHHH YEEESSSSS”
I think The Mask would be a phenomenal addition to the roster and I would love to see a character with toon force on the roster and see the wacky combos they’ve make for him and also the comics unlike the movies are actually quite violent and do not shy away from blood or gore and killing
A really good one that is actually possible is either Batman who laughs OR Injustice Superman. They are both fine with ripping people apart, and I would want to see Injustice Superman vs homelander.
I think Art from the terrifier would be a pretty cool choice given the mysterious nature of his power and love of dismemberment wouldn’t be hard to get licensing too they don’t even need a voice actor
I think the reason John Wick does not fit is because even when John kills a lot of people, a majority if not the entirety of his kills are cleaner than any MK character.
I overall agree with your ranking for pennywise as his main form of interaction is phycological, he gets into people's heads. However, in it 2017 in the last fight, he does act physically fight the kids, turning his arms into giant spider like appendages and such

The Bride would be a great addition to MK. She fits the ninja aesthetic so perfectly.

Conan The Barbarian would be an AWEASOME inclusion as a guest character.

I doubt Disney will let any marvel characters unto a Warner bros game, but I'm sure they'll keep adding DC characters

Guts from Berserk would be a perfect addition to mk imo:
I see Pennywise less doing actuall punches in his clown form and more doing slices, spider arm attacks, summoning death balloons and etc.
If they got the Ninja Turtles into Injustice 2 along with Raiden and Sub-Zero, I could see Netherrealm putting Shredder in Mortal Kombat
