Well for me I realize that the headlamp housing have some crocks in it due to the heat of the halogen bulbs, the LED has a heatsink at the back of it so it works for me

But a car with these already installed, but the low beam not coming on. Is it best to change it then

You probably test the other side bulb on the one that's not working to see if it's the need changing or a blowing fuses, I changed mine because I wanted to try the LED.

which is better led or Hid ligths for that focus

The LED for me, I just love the cut off when the low beam is on and the focus is awesome as well .
