You no longer need to obtain licensing specifically for interactive audio streams, but most digital distributors will require you to obtain a license for digital downloads before using their services. As of January 1st, 2021, digital service providers (DSPs) like Spotify, Apple Music, and Amazon are legally responsible to report and pay royalties for all compositions available on their services in the US. They do this through The Mechanical Licensing Collective (TheMLC.com) and you are no longer responsible for licensing these streams yourself. However, many digital distributors (CD Baby, Tunecore, etc...) will still require proof of licensing for at least Digital Download formatted licenses as part of their requirements, even if you do not plan on distributing any Digital Downloads. The license will cover you for any distribution through digital stores like iTunes.

You do not need a license for streaming, as the streaming services handle the licensing process for you automatically. When you license for a certain amount of downloads, it's up to you to keep track of the number of downloads you receive.
