Nuclear ICBMs detonate ABOVE the targeted area, usually from a minimum height of 50m or greater. Also, these missiles will NEVER carry non-nuclear payloads. To those in the comments talking about accuracy, with a single nuclear warhead, 200m accuracy is like hitting a dime in the ocean when fired from 7k-12k kilometers away. These missiles(any and all nuclear payloads) don't make contact with the intended target or even the ground. Nuclear ICBMs detonate ABOVE the targeted area, usually from a minimum height of 50m or greater.
Also, these missiles will NEVER carry non-nuclear payloads. They can't carry enough conventional explosive munitions to justify the cost of using one to do so. They will ALWAYS carry nothing but a nuclear payload so accuracy(in the numbers stated) is considered dead on target.
Still, someone must've worked on these small details and made this possible.
