I'll keep abilities vague because I don't know how much you know about the character's abilities. But Jotaro can think and react at light speed, and with a certain thing he does, he can technically go faster
It's important to remember that Star Platinum is both incredibly fast and incredibly perceptive. Both of these strengths make sense when you take into account all the feats Jotaro accomplishes. Can't say more than that but you'll know what I mean later.
Well you’ve gotta keep in mind that Polnareff specifically said that his Stand COULDN’T move at light speed, which is why he made a whole big deal out of needing to know where Hanged Man was going, because he could only attack him if he already knew where he was going to be and at what speed. Then if I remember correctly Star Platinum caught the Lovers through the same method. Don’t get me wrong, Silver Chariot is still really really fast, and at times characters are STATED to be able to move at light speed (although that one is a bit questionable) no character ever actually does anything even comparable to that. Even to the point where the main character of Part 4, whose Stand is comparable to Star Platinum, says something like “My Stand can punch around 130 km/h, do you really think you’re faster than that?” I do think powerscaling can be fun, but JoJo characters get hyped up to levels that aren’t even remotely supported in the show.
i think that authors saying that things in their stories are the speed of light is usually bullshit. specific measurements like that open up so many holes in the physical feats of the stands because the things they do are simply not that fast. polnareff wasnt only relying on speed to slash the hanged man, he was able to predict its trajectory. star platinum is blindingly fast but there are certain things that it should be able to do if it was light speed, but it can't. i have never seen an author accurately represent the speed of light. they just throw it out there without thinking about it
Simple answer: Nope. No one in JoJo's is faster than light except for a select few technicalities. There are a lot of people and things that would have just been completely destroyed if they were hit at light speed, but they instead just take "reasonable" damage. Polpol's "lightspeed" feat is not only an outlier, but also just plain old not true: all he had to do to kill the man in the mirror was limit his movement then predict where he was going to go. With the way Araki writes, if someone is impressive then you will know. Physics answer: being faster than light is just plain old impossible. Like, it literally cannot happen ever. If something attempts to move faster than light, then after it hits the limit it just gains mass equal to the energy required to move it. One could say that the mass becomes "infinite", and something with infinite mass would require infinite energy to move. Not only that, but if something moved anywhere CLOSE to the speed of light the friction against the air would make the molecules in the air fuse with whatever is around them and create a thermonuclear explosion that would turn everything closeby into expanding plasma that triggers more fusion. The resulting chain reaction would be enough to completely vaporize a city in less than a fraction of a second. This never happens in Jojo (Thankfully? Sadly?) so I can confidently say that Star Platinum is NOT faster than light.
