Why is the key signature concert Eb when the piece is clearly in concert Ab?

It's a beginner band piece, so I'd assume learning how read A flat would be a little too difficult, so instead of stuffing all the flats into the key signurature, wheven that 4th note that requires a flat would come up, they would just write the accidental in, which would be a D flat.
