If this did not help at all, go to Settings > Devices > Mouse, then try decreasing the "choose how many lines to scroll each time". I changed mine from 3 to 2 and that seems to work (so far). Edit: It did not entirely work, but it definitely improved the situation. I found that the left click was related to the problem so it might be time to get a new mouse. I was using the Razer Naga Trinity (if anyone at all was wondering).
