Two prime reasons - 1. The NE Trade winds that flow across Rest of India do not carry moisture. The winds causing rainfall in TN do so because they pick up moisture while flowing over the Bay of Bengal. 2. The Eastern Ghats are parallel to these winds till Andhra. Hence, once the moisture-laden winds face that slight bend of the Eastern Ghats in southern Andhra and TN, it causes rainfall. Hope it helps
