Just as a tip; there's a "Habitat" map, which shows all the traversable area and potential points of escape. It also shows you what the game counts as "sheltered" (you can build shelters out of rocks or terraforming or whatever you want). My Lemurs kept escaping, and after inspecting the habitat closely using that view, it showed with a bright red exclamation that a nearby was a climbable escape point.

Except it said that the tortoises only need a grade 1 fence, which a hedge is.
Maybe that means that the hedge grows quicker than the tortoise attempts to eat it
