The filter gallery of Photoshop is greyed-out because either the image is in 16-bit or 32-bit channel, the image mode is CMYK instead of RGB, or the selected layer is locked.

Nice work. I do have one question though. Why is it important to adjust the size of the image to 2000 pixels? Most of what I do is work that will be printed, so 2000 pixels is pretty small.

If you are asking about oil paint effect, then just uncheck the "lighting" option in the oil paint settings. Your image will be smooth now
