Someone told me that flushing out of of water from the water tank heater can solve the issue? Is that true? Thanks

does this include the lines that go to outdoor hose faucets?

Process is inadequate if not wrong because it does not mention anything about water heater(s) that is connected to the water pipe system. This method is not a solution
