    I have immense respect for the IAS, but most of these IAS Babus work in state governments, where they seem to forget they're supposed to be civil servants, not political servants. Adverse long-term effects? My foot. Decades of these Babus holding high positions, and did we see any change? Not a chance.

      Do you know guys, what was the initial purpose of introducing bureaucracy in india by Britishers,,,called as Colonial bureaucracy which had the Imperial Civil Service (ICS) at its top basically served the ends of India's colonial masters. After independence, in the early years there was a lot of enthusiasm amongst both the political leadership and the bureaucracy regarding nation building. But after some decade of independence the scenario has been changed and mostly bureacrats became the puppet of politicians for their personal benefits. Do you know, paper of Ethics introduced in upsc syllabus in 2013, why? because as per report of DoP&T the selected candidates by upsc were Rattu Tottas. They selected just by reading some specific and defined books and syllabus. But today condition is different, candidates selected on the basis of considering various parameters. youngest bureaucrats work with integrity and probity. We have many examples. There are both kind of people good or bad. Politicians also corrupt but why whole blame putted on bureaucrats. Govt is introducing lateral entry option because they want to promote favouritism and nepotism in the system. They want to decline the efficacy of constitutional body (UPSC). We don't know guys what is the mindset of govt behind this. Because leteral entry system was recommended by 2nd ARC 2005 and UPA govt thought to implement this system. 2004-08. Don't blame only NDA govt for this.

    It's one of the smartest silent reforms done by this government. Confronting IAS lobby directly would have been much more difficult. Also, other services have some brilliant officers.

    I am from industry. I had an opportunity to interact with senior administrators of state and centre.
    I think, NaMo's decision is right because with the changing time and technology , mearly an administrative capability is insufficient for the progress.
    Much different attributes are needed for progress.
    Just an IAS background is in sufficient.

    Experts should come instead of IAS. Clearing a general exam will not make you a perfect material to manage specific areas where expertise and rare skills are required.

      That is why it is for policy. Expertise (& expert) must be on tap & not on top. If at the top, one can muster an expert to take advice from, take a decision and leave it to the experts, for implementation. Problem comes when wrong advice from an expert might lead to disaster. Thus, he should be judicious in selecting him/her.

    I do not support bjp but still some of their policies are right including this. IAS is not an educational qualification. An IAS is not an expert, here in CG chief factory inspector was from Forest service. How is that possible? How can someone with entirely different field or field experience is made to administer technical departments? Welcoming policies from central government. 👌

      During covid, I hardly saw any ministers doing work. It was Dc, sdm, DDC and so on who were managing everything from quarantine centres to feeding the stray animals. You need more ethical people than so called experts.

    Make sense , Just Rote Learning history and Geography in UPSC to score good rank 25 yrs back doesn't make you entitled for Joint Secrataory Role. IAS Lobby has failed to upskill , there is zero public information what they are upskilled in and hard assessment to verify their level of upskill .
    Attending workshops/training sessions in name of up-skilling is hog wash. IAS working style is like a glorified call centre who are delegators at best and not problem solvers. Other departments allege that these IAS officers due to their close proximity to ministers take away the credit for hard work and innovation.

      Tell me what qualification does a Politician have? Still they are able to run the country. Right?
      Everyone must understand, that an ideal IAS officers are not an average intellect. The role is generalist for a reason, because you are expected to have the flexibility to serve any department at any point of time. In a country like India, where diversity is driving aspect, you can't have a specialist governing over India. In earlier stages of career, one is expected to learn the field expertise for effective implementation, gradually as they transition to policy making, they are aware of the ground level realities, which makes them an effective decision maker.
      You can argue that a specialist can better handle some specific areas like Economy or Environment. But you don't need to be an expert for this. You already have all the data from your team, you just need to make the most efficient decision based on utilitarianism and your experience.
      Most of the big tech CEO are not a hard core programmer or domain expert, Eg: Steve Jobs, Satya Nadella or Sundar Pichai. If they start gaining expertise on each and every product they launch, it will be impossible to work at that level. As you become senior, your most important quality is how you delegate, use your team effectively and be right most of the time. A senior IAS officer job is nothing different. They act as an enabler and facilitator.
      It is not about one can not gain the expertise of a particular domain, it is really unnecessary. Whole department is there for you to present all the possible options, as a leader, you need to your judgement to find the most suitable option among them. It is not very difficult to learn any field in this era of AI, where every information is at your finger tips. This can be easily done as and when required.
      My personal experience, I have seen the most effectively run team in the top tech with the manager not an expert Software Engineer, not even a Software Engineering experience, they just know how to use the team most effectively and what product should the team should focus on.

    Manmohan spent 40+ years in the system. He was most experienced and qualified to make these changes. But he didn't. A person who is perfect on resume may not be best on actual performance.
    I don't like Modi for "camera consciousness" & Some unscientific statements he makes once in a while... but we can definitely say that he has demanded a massive cultural shift in top-babu culture. He made these entitled lobbies start delivering with timebound commitments. he has still not managed the total shift, but Babus has already felt the heat. Modi also took away their "lucrative" "side benefits" opportunities. What is the point of being top babu, if I can't walk into some club and demand a "free membership" or "get a few free return tickets for my wife's summer vacation" or "get a few free franchisees for top car brand for my son". What is the point of slogging with time pressures without these side "lucrative" benefits? Working in state secretariats is much more comfortable as it still works the old way.

    Lateral hires may have short term focus rather than long term vision, they may show political favours than career development, demotivate and may have conflicts with regular IAS officers and lack bureaucratic skills. Why not hire them as contractors for their skills.

    This is what you can come up when you have half baked knowledge. EO Division in DoPT which does all these appointments is headed by IAS only. Still most of the additional secretary and secretary posts are manned by IAS only. It is just as JS level and below level IAS are less willing to come and their respective cadres also sometimes do not relieve them. Many services officers are happier in their cadre that is the sole reason of skewed representation. Railway off late has been tasked with lots of heavy work and monitoring due which their officers are coming more on deputation at centre. Plus continued long Delhi posting is also a criteria for many to come on central deputation.

    Making the system meritocratic is the best thing that happened to GOI. There should be no entitlement based on cadre, seniority, etc. The promotions should be purely based on merit - domain expertise, hard work, probity, ability to make and implement effective policies, etc. Let them sweat it like the private sector managers to earn their promotions. We don’t need bunch of entitled politicians or bureaucrats running the country to ground like the previous administrations did.

      Watch the vid - there's hardly any lateral entry. All the centre is doing is pushing out govt. employees who work at both the central and state level, in favor of employees who only ever work for the centre i.e. are more loyal to delhi.

      Govt is being slow and careful. It is obvious where this is heading. Let the youth channel energy into industry and skills instead of wasting their youth behind rote learning exams that will boost their dowry.
      Modi has the receipts, he has experience running able administrations and gave India its fastest developing state - Gujarat.

      Watch the vid - this isn't about expertise. They're shuffling around babus into agencies that don't match their domains at all. The only difference is that the babus being favored now are fully loyal to the centre rather than also work at the state level.

    I personally know 4 of my classmates who wasted their time/life to become IAS. 3 of them are working in call centers and 1 who was successful, moved to Europe after 5 years of service.

    One more thing you missed is the fact that with Technology, the very work and need for "ground experience" is reducing. And with think tanks like NITI Aayog, the policy level work of Joint secretaries is not relevant.
    IAS officers have good state level exposure and later worked as policy experts in senior positions
    Now the very work of these positions has become more execution driven, administerial and technology oriented, making it easier even for officers from other cadres to work in these positions.

    Many IAS officers also opt for central deputation for huge work load and in many cases states do not release officers whom Centre appoint in Delhi. Modiji has changed babu culture to a great extent.

    Why lateral entry is require, you need domain expertise right? but IAS are also domain experts, years of study for just to crack the exam(that to be with their specialized domain subject), and then training(2 years), then assistantship(12 weeks) and after serving for at least 16 years in their domain they become joint secretary, aren't they become domain specialist?
    and if an IAS is corrupted because of the power and perks then it will gonna happen with the lateral entry officers too.
    and the most important thing is it is unconstitutional because minority, girls and backward class peoples are less likely to be domain experts in india, and the exam gives them a chance to stand out.
    If domain expert is too good then any IAS officers then apart from UPSC their must be an exam for domain experts too to avoid any chance of favoritism, providing reservation to backward class, minority and girls.
    Don't think all IAS officers are same they are also expert in their domain.

    Now, upper middle class who were enjoying the destruction of lower middle class purchasing power while chanting modi modi started feeling the heat. Nothing left in the hands of middle class, so they ( government and billionaire friends) are now going after the upper middle class, which can be shown in the last budget.
    First, all jobs under group B,C,D were converted to contractual basis. Now, they started cutting group A jobs.

    I think the point that is missed is that in the "olden days", IAS officers used to be brought in to head all sectors, even things like railways, where they did not / do not spend time in lower levels. So, all subordinate officers would be of the respective stream (railways or P & T or whatever), but the higher level joint secretary and above would come from IAS - this was supposedly so that the "leadership" would be under direction of the central government, even if they were unfamiliar with the sector. Current government policy has done away with this and is posting railways people to lead railways segments, P & T people to lead P & T segments, Audit and Accounts people to lead ... and along with that, some get posted to other segments where they may contribute usefully, just like IAS officers. After all, they are all selected on the same exam process but given different alphabet designations based on their rank and choice. To draw a parallel from engineering, IIT engineers may be the top picks, but they are not the only capable of effective actions. One might even argue that there may be more effective participants from "lower down" the pecking order ...

    Work of UPSC board, partly (33%) gets undone, it means. The missed then (in interview) are given a second life, to prove their worth. Also there is switching (of personnel) between various services.
    Yet the difference between policy & implementation (in say, Dirctorates) remains & needs a fresh look.
