They're free to make the choice to become an influencer. All Indian citizens are free to make that choice. That is no reason to criticize them, and it does not imply that they will not be doing their job as a civil servant properly. There is a reason that Indian bureaucratic setup is infamous all over the world. This system was established by Brits to subjugate Indians and not for development of the country. I dont see how this is wrong. The beaurocracy cant be its own entity in a democracy like ours, it has to come under the Executive branch of the govt so policies are implemented with alignment. IAS aspirants crying in comments.

In a functioning system, the IAS officers (or any bureaucrats) aren’t just mindless implementers; they’re supposed to be the ones who debate, question, and refine policies before they even get to implementation. When you sideline these officers or reduce their power, you're essentially killing the space for intellectual discussion and dissent.

There is more chance to find genuine intelligent intelectual from normal public than a person who is out of touch from the ground and who wasted most of his/her life cracking exam and reading books rather thsn working on the ground amd interacting with actual people as a common man. You will always get a polished out view of public when you are IAS (e.g- roads will be built just before your visit to the place for inspection, people will talk happily like they are in paradise) but you will know the reality as a common citizen which you can never be after becoming an IAS hence you are out of touch with the ground reality and fed with a made uo reality by you surrounding officials

One of my friends working with state government Told me story of ias officer.. IAS officer was given charge to put together team and prepare website for online documentation of services like resident certificate, birth certificate, etc. his team designed so very well that even logging in was issue.. for 6 months .. with constant breakdowns . After lots of complaints from people.. local mla took it in his own hand and hired bunch of computer graduates to rectify the issue. And thankfully site is running pretty well now ..

So bring up short term decisions? Never pass a long term project because it would only benefit the upcoming IAS in that district not you. Never carry forward predecessors plan coz it can give them advantage, right? In short do the same things as politicians do, make new schemes and stop funding the old ones no matter how good they were. Terms like evaluation need some parameters which is extremely difficult to set in bureaucracy due to the dynamic nature of this job. Reforms are needed but to make bureaucracy efficient not to privatise it.
IAS UPSC system has failed in the last 70 years. India still remains a developing country with very low per capita income of US 2700 dollars. China & India had similar per capita income in 1990s, but China surged ahead of India with per capita income of US 12,500 dollars. IAS system could not solve basic problems like high corruption in govenment dept, 5 crore pending court cases, basic facilities like 135 litre per capita per day good quality water, healthcare for all, education for all, good civic infrastructure, high level of direct taxes, 90% Public debt to GDP ration, rising crimes, law & order issues, biased laws, brain drain of best engineers, doctors & scientists to developed countries.
It failed because people who cracked the CSE failed to serve to the require potential. Some abuse the power the service gave them, while some have to listen to their corrupt superiors who pressure them into doing something

We are living in the age of specialization - be it doctors, lawyers, professors, scientists. IAS has for long been a generalist position - one day in Electronics, next day in Fisheries! We need specialists today - IAS or non IAS. Specialists who know a specific domain deep down - not just at administrative level.

This is one of the good reforms done by the NDA government! Just because somebody got less marks in one competitive exam shouldn't deprive them of the aspiration to level up higher
Let’s see from a more rational perspective 1. Specialised vs Generalist Issue - Nowadays, almost 70% of the people who clear civil services are Engineers, many from IITs and NITs. A significant percentage of them have work experience with many MNCs. The number of civil servants with non-technical degrees/ zero work experience has decreased significantly as compared to a few decades ago. Second Point, many of the specialists work singularly in a single field while many of the governance issues require cross-sectoral/cross-domain knowledge. This cross-sectoral knowledge comes from working/ devoting your time in multiple fields. This is what IAS officers do all through their career. If I have to put a private sector comparison, you may think of grooming of various senior level executives in various roles in the organisation so that they gain a wholesome perspective of the organisation. A CEO may therefore be a generalist but equipped with a fairly good knowledge about the organisation’s various departments. 2. IAS dominance at central level - This is not by design but by the very fact that earlier the number of recruitments in other services was low compared to IAS. As the economy expanded and government’s functions increased and diversified, naturally the multifarious requirements in various specific sectors constrained officers from other sectors to get opportunities at centre. As their parent organisation itself would face staffing issues. Eg - Requirements for IRTS, IRS(IT), etc within their own parent organisations is already huge. 3. Skilling of IAS officers - A significant number of officers get enrolled in some of the top colleges of the world every year on the basis of merit -cum- scholarship. 4. Ground experience of IAS officers - All the officers work at ground level ie up to District Collector position at district which is pretty much as ground level/field experience that can be had. This gives ground level perspective on many matters that come in handy at policy making level. Many of the lateral entrants face limitations in this regard. Moreover, there are issues of transparency with regards to their transparency. Lastly , everyone needs to upgrade their career once In a while to remain relevant.
All is nonsense. You really do not need knowledge of variety of fields while making policies. You just need the knowledge of the main field and allied areas. You can always learn about other areas also. IAS is also not prone to corruption.
@anjaanfakir The moot answer to all your points is that, the IAS cadre has the infamy to create 'red tape' culture and inefficieny in governance over the years. The bureaucratic IAS system is not as effective and rosy as you are trying to paint here. On ground most IAS are actually out of touch with reality and more interested in creating their own fiefdoms. Common Indians have known and suffered the ill effects of the dominanve of this system for years now and have been voicing their concerns. IAS system is the reason that ease of doing business in India is so poor. What you have stated sounds good on paper, but it has no connect with reality of India and IAS system. This system was created by the Brits to subjugate Indians and it remains a feudalistic setup till date. Even the Brits didnt create a similar system for their own country, yet some Indians seem to love it because of the glamour associated with it. It is high time that the system of governance in India is changed and more specialists are brought in to work in varous fields, rather than protecting the monopoly of babus in India.
Very Very Well said. I had also commented the same. When running a nation a focused and constricted brain like specialist can't at all do justice. But a Generalist who goes through the system from field work to running a ministry as Secretary. That Brain has gone through multi factor issues. Dealing with lawful implementation of schemes, to handling riots, to uplifting a district. A engineer can just tight a bolt or fix by troubleshoot specific stuff. There is no sense in saying A specialist is good then a Generalist when the job itself ask multi perspective capabilities.

One third of the administrators as generalists (IAS) and two thirds who are specialists (IRS, IRTS, IFS etc) looks like a very good balance. Nothing is lost. This is actually better.

Different officers from their specialized background should be assigned in proportion to the IAS officers so that one's specialization is used for the betterment of the policies and people at large ! IAS officers can't be the sole of bureaucracy or administration alone!
Why only IAS. The exam has a name that "civil services exam", doesn't mean that other officers working for the state/center from levels 10 -18 are not civil servants !!!! Any officer at level 13, 14, 15, 16, 17 can be appointed as Deputy, Joint, Additional Secretaries respectively . There is no need of a IAS tag at the tail end of your name. All govt employees are doing a service to the nation so all have the right to equality in job too.
Modi government hasn't only eroded IAS's powers but whole of bureaucracy power. All the officials feel powerless themselves. It is not fun to work right now I can tell you for sure. And while general public and all the private sector people think this is very good. You must understand that the constitution gives power to three fronts Legislative, Judiciary and Executive and Bureaucrats are a major part of Executive other than the cabinet chosen after the elections. But snatching away the freedom of working and making policies along with decreasing staff to overwork them with worsening promotions and increments and without pay commissions. Well I feel a lot for the government employees nowadays. But the general perception is that they are all corrupt, they are all lazy, they are all incompetent. But I have seen them work and many of them do more work than a manager at a private company and without a bit of appreciation, as no one appreciates the work usually. Moreover the person who work diligently are pushed to work more for the shake of actual lazy and corrupt people people making liaisoning with higher ups. But general public never considers that, they never think that after all whatever good work is being done someone is behind it. And more than that everyone like media and all generally show the decisions that downgrade or exploit or make powerless the bureaucracy as a great step. But they don't tell that the power decreased from bureaucracy is snatched away by the same government that is making them devoid of it. And everyone knows that when 1 part of the government achieves too much power what happens. Division of power is must. There shall be boundary while making decisions. Bcz at the end of the day a balanced politics is better than a polarised politics as the earlier is democracy while the latter represents dictatorship.
IAS is just fancy name for people who memorize unconnected knowledge that does not help them in any form or fashion to take decisions. They should give successful business owners those jobs. They know what is takes to make people around them successful.

Very good. Such erosion of power of civil servants is also needed in state level. Most bureaucrats are power drunk appeasers of their political bosses and do or think very little for the masses. Particularly in the state of West Bengal their sole objective is to ensure plump posting during their service and to secure reassignment after retirement.

Seems like a good thing. An IAS is merely a graduate and is not fit to manage things which requires technical expertise. Moreover, there are many great educational opportunities are available for IAS/IPS officer but most of them aren't even interested in increasing their knowledge. Surely, there are some great exceptions but unfortunately this is the case of most of them.
So the politicians can change civil service but no one can change politicians but only the politicians themselves can. If the politicians can not keep their promise they are still kept or not questioned.
Enough of UPSC civil servants being in charge of every PSU and governmental agency. Allow lateral entry for industry experts and watch the efficiency treble.
Sanya, in your written article you mentioned that the youngest batch of IAS to get empaneled was 2008 while for other services it was 2006. There is a nuance in that- actually now there is a trend of Non-Functional Upgradation, basically officers of other services are given their promotion on time, the salary, perks, post etc everything is promoted, but official DoPT empanelment comes later. So for example, in Indian Economic Service, the latest batch to get to Joint Secretary Level is actually 2006, not 2003 like you mentioned in the article. Btw, very good story, I appreciate your reporting on Civil Services, it gives a very good view of the system.
It could be good for unmotivated IAS officers. IAS postings move like this for 2-3 years and work as top leadership driving strategies - Coal Ministry, Housing, Education, Water Resources. In private sectors you have specialists for each role, and they compete to keep their jobs.

Almost 80% of Government officers are just doing their job just for benifits and are not focus on working with actual responsibilities. Not just government jobs, in almost all the jobs many Indians are either not happy or just doing their jobs. People needs to be more ambitious, also the cost of living and others are in questions too, but people should try to be ambitious and learn how to be happy with what they do.
Good reform , if a person get Rank 1 it doesnt mean he will be best in Economic sector, if a person whose rank is 500 and he is capable in his job whether he is IRS , IES he should be posted in suitable ministry.
India needs domain specialists to make policies not the generalist Babus sitting in their ivory towers who have no idea of how things work on the ground. They're free to make the choice to become an influencer. All Indian citizens are free to make that choice. That is no reason to criticize them, and it does not imply that they will not be doing their job as a civil servant properly.

High work pressure reason is like a bodybuilder complaining about lifting weights. The training for IAS itself is far more work loaded than those of other central jobs. IAS Looby advised different governments till date and now we have very low per capita GDP of US 2,700 dollars after 70 years with poor quality of life.

There is a reason that Indian bureaucratic setup is infamous all over the world. This system was established by Brits to subjugate Indians and not for development of the country. IAS are ill equipped in knowledge and training to handle everything from sun to the moon of the government setup. Specialists could rather have better understanding of running various government sectors.

I dont see how this is wrong. The beaurocracy cant be its own entity in a democracy like ours, it has to come under the Executive branch of the govt so policies are implemented with alignment. IAS aspirants crying in comments.
it’s about losing the intellectual rigor and debate that should precede policymaking. In a functioning system, the IAS officers (or any bureaucrats) aren’t just mindless implementers; they’re supposed to be the ones who debate, question, and refine policies before they even get to implementation. When you sideline these officers or reduce their power, you're essentially killing the space for intellectual discussion and dissent.
@@niteshsingh9158government bureaucrats are not the idol of inthectuality. Most IAS officers are narcissist self centered intelectuals who use their knowledge for their own benefits. There is more chance to find genuine intelligent intelectual from normal public than a person who is out of touch from the ground and who wasted most of his/her life cracking exam and reading books rather thsn working on the ground amd interacting with actual people as a common man. You will always get a polished out view of public when you are IAS (e.g- roads will be built just before your visit to the place for inspection, people will talk happily like they are in paradise) but you will know the reality as a common citizen which you can never be after becoming an IAS hence you are out of touch with the ground reality and fed with a made uo reality by you surrounding officials

One of my friends working with state government
Told me story of ias officer..
IAS officer was given charge to put together team and prepare website for online documentation of services like resident certificate, birth certificate, etc.
his team designed so very well that even logging in was issue.. for 6 months .. with constant breakdowns .
After lots of complaints from people..
local mla took it in his own hand and hired bunch of computer graduates to rectify the issue.
And thankfully site is running pretty well now ..

Performance, performance and performance. Nothing else matters. Just because u passed an exam doesn't mean anything!
So bring up short term decisions? Never pass a long term project because it would only benefit the upcoming IAS in that district not you. Never carry forward predecessors plan coz it can give them advantage, right? In short do the same things as politicians do, make new schemes and stop funding the old ones no matter how good they were.
Terms like evaluation need some parameters which is extremely difficult to set in bureaucracy due to the dynamic nature of this job. Reforms are needed but to make bureaucracy efficient not to privatise it.
IAS UPSC system has failed in the last 70 years. India still remains a developing country with very low per capita income of US 2700 dollars. China & India had similar per capita income in 1990s, but China surged ahead of India with per capita income of US 12,500 dollars.
IAS system could not solve basic problems like high corruption in govenment dept, 5 crore pending court cases, basic facilities like 135 litre per capita per day good quality water, healthcare for all, education for all, good civic infrastructure, high level of direct taxes, 90% Public debt to GDP ration, rising crimes, law & order issues, biased laws, brain drain of best engineers, doctors & scientists to developed countries.

This is one of the good reforms done by the NDA government! Just because somebody got less marks in one competitive exam shouldn't deprive them of the aspiration to level up higher

Let’s see from a more rational perspective
1. Specialised vs Generalist Issue - Nowadays, almost 70% of the people who clear civil services are Engineers, many from IITs and NITs. A significant percentage of them have work experience with many MNCs. The number of civil servants with non-technical degrees/ zero work experience has decreased significantly as compared to a few decades ago.
Second Point, many of the specialists work singularly in a single field while many of the governance issues require cross-sectoral/cross-domain knowledge. This cross-sectoral knowledge comes from working/ devoting your time in multiple fields. This is what IAS officers do all through their career. If I have to put a private sector comparison, you may think of grooming of various senior level executives in various roles in the organisation so that they gain a wholesome perspective of the organisation. A CEO may therefore be a generalist but equipped with a fairly good knowledge about the organisation’s various departments.
2. IAS dominance at central level - This is not by design but by the very fact that earlier the number of recruitments in other services was low compared to IAS. As the economy expanded and government’s functions increased and diversified, naturally the multifarious requirements in various specific sectors constrained officers from other sectors to get opportunities at centre. As their parent organisation itself would face staffing issues. Eg - Requirements for IRTS, IRS(IT), etc within their own parent organisations is already huge.
3. Skilling of IAS officers - A significant number of officers get enrolled in some of the top colleges of the world every year on the basis of merit -cum- scholarship.
4. Ground experience of IAS officers - All the officers work at ground level ie up to District Collector position at district which is pretty much as ground level/field experience that can be had. This gives ground level perspective on many matters that come in handy at policy making level. Many of the lateral entrants face limitations in this regard. Moreover, there are issues of transparency with regards to their transparency.
Lastly , everyone needs to upgrade their career once In a while to remain relevant.

You really do not need knowledge of variety of fields while making policies. You just need the knowledge of the main field and allied areas. You can always learn about other areas also.

@anjaanfakir The moot answer to all your points is that, the IAS cadre has the infamy to create 'red tape' culture and inefficieny in governance over the years. The bureaucratic IAS system is not as effective and rosy as you are trying to paint here. On ground most IAS are actually out of touch with reality and more interested in creating their own fiefdoms. Common Indians have known and suffered the ill effects of the dominanve of this system for years now and have been voicing their concerns. IAS system is the reason that ease of doing business in India is so poor. What you have stated sounds good on paper, but it has no connect with reality of India and IAS system. This system was created by the Brits to subjugate Indians and it remains a feudalistic setup till date. Even the Brits didnt create a similar system for their own country, yet some Indians seem to love it because of the glamour associated with it. It is high time that the system of governance in India is changed and more specialists are brought in to work in varous fields, rather than protecting the monopoly of babus in India.

Modi government hasn't only eroded IAS's powers but whole of bureaucracy power. All the officials feel powerless themselves. It is not fun to work right now I can tell you for sure. And while general public and all the private sector people think this is very good. You must understand that the constitution gives power to three fronts Legislative, Judiciary and Executive and Bureaucrats are a major part of Executive other than the cabinet chosen after the elections. But snatching away the freedom of working and making policies along with decreasing staff to overwork them with worsening promotions and increments and without pay commissions. Well I feel a lot for the government employees nowadays.
But the general perception is that they are all corrupt, they are all lazy, they are all incompetent. But I have seen them work and many of them do more work than a manager at a private company and without a bit of appreciation, as no one appreciates the work usually. Moreover the person who work diligently are pushed to work more for the shake of actual lazy and corrupt people people making liaisoning with higher ups.
But general public never considers that, they never think that after all whatever good work is being done someone is behind it.
And more than that everyone like media and all generally show the decisions that downgrade or exploit or make powerless the bureaucracy as a great step. But they don't tell that the power decreased from bureaucracy is snatched away by the same government that is making them devoid of it. And everyone knows that when 1 part of the government achieves too much power what happens.
Division of power is must. There shall be boundary while making decisions. Bcz at the end of the day a balanced politics is better than a polarised politics as the earlier is democracy while the latter represents dictatorship.

Bravo. Finally a govt. with guts to cut IAS to size. I was always under the impression that it was the politicians who held India back and it was the IAS officers who held India together. This illusion was shattered when I got a job dealing with the government closely. I noted that politicians, by and large and with a few exceptions, worked for the welfare of the people. Whereas the IAS officers were there to say NO to anything and everything. Never came across an IAS officer who had any progressive ideas.

Full time celebrities, part time public servants - it is time we make them accountable and stop treating them as some ethereal entity.
Seems like a good thing. An IAS is merely a graduate and is not fit to manage things which requires technical expertise. Moreover, there are many great educational opportunities are available for IAS/IPS officer but most of them aren't even interested in increasing their knowledge. Surely, there are some great exceptions but unfortunately this is the case of most of them.
This is a good move. Development visible at ground level. A recent survey says 75% IAS are too corrupt.
So the politicians can change civil service but no one can change politicians but only the politicians themselves can. If the politicians can not keep their promise they are still kept or not questioned.
Enough of UPSC civil servants being in charge of every PSU and governmental agency. Allow lateral entry for industry experts and watch the efficiency treble.
Sanya, in your written article you mentioned that the youngest batch of IAS to get empaneled was 2008 while for other services it was 2006. There is a nuance in that- actually now there is a trend of Non-Functional Upgradation, basically officers of other services are given their promotion on time, the salary, perks, post etc everything is promoted, but official DoPT empanelment comes later. So for example, in Indian Economic Service, the latest batch to get to Joint Secretary Level is actually 2006, not 2003 like you mentioned in the article. Btw, very good story, I appreciate your reporting on Civil Services, it gives a very good view of the system.

It could be good for unmotivated IAS officers. IAS postings move like this for 2-3 years and work as top leadership driving strategies - Coal Ministry, Housing, Education, Water Resources. In private sectors you have specialists for each role, and they compete to keep their jobs.
Majority are engineers and doctors and they are not specialised in social sciences.

Very good reforms- a specialist is needed for each department , an officer can't be allrounder. The British era system needs reform, One British Sir Ivor Jennings 1950 put this in word aptly - The net result of partition wasn’t that Pakistan got Muslims & India got Hindus…. It's high time the exams are scrapped altogether and industry veterans with actual practical expertise and hard-earned experience in enterprises are directly put into positions to influence outcomes and drive policies. We don't need this bureaucracy anymore.

Too much bureaucracy brings down the success rate. The reason why India is more successful in implementing policies now than 30 years ago. The bureaucracy has been cut down drastically, but we have still a long road to travel
Almost 80% of Government officers are just doing their job just for benifits and are not focus on working with actual responsibilities. Not just government jobs, in almost all the jobs many Indians are either not happy or just doing their jobs. People needs to be more ambitious, also the cost of living and others are in questions too, but people should try to be ambitious and learn how to be happy with what they do.

Good reform , if a person get Rank 1 it doesnt mean he will be best in Economic sector, if a person whose rank is 500 and he is capable in his job whether he is IRS , IES he should be posted in suitable ministry.
India needs domain specialists to make policies not the generalist Babus sitting in their ivory towers who have no idea of how things work on the ground. These Babus come up with policies which may look good on paper but do more harm than good, to people who were supposed to benefit from their policies. Maybe Babus can be useful in implementing the policies made by the specialists, as they know how the 'system' works.

Value addition due to technical knowledge is a more important thing than toughness of exams due to excess competition and no person has enough time to crack all exams of the world to comment thereon.
