The Qatar GP is back on the F1 calendar for 2023 at the Lusail International Circuit. The race made its debut in the tense 2021 season, then took a year off due to Qatar hosting the FIFA World Cup. Now F1 is heading back to Qatar, as the Lusail International Circuit reopens after having its facilities upgraded this year

I will enjoy the race anywhere anytime, no matter what the country does because it has nothing to do with the sport

Yes, they planned to race on a street track, and they also said the same about Jeddah (permanent track in Ryadh)

Cool track layout, run off areas are way too large though.
But it is very flat, zero elevation change.

Because they treat outsiders better than their own people. Because outsiders bring their money, they also want to be taken seriously on a global stage and mistreating tourists stops that.
They treat their own people as slaves, those not a part of the elite, such as those who built the stadiums for the world cup. Many died and were mistreated in the course of building the stadiums yet no repercussions were seen because their government again wants to keep a positive image to draw tourists and foreign investment.
That’s all ignoring homophobia, their use and production (environmental impact) of oil and god knows what else.
There's a whole class of migrant workers (think construction workers, so mainly manual labor) that are employed in the state that get their passports taken from them for a few years. This means they can't leave the country to return home, effectively making them neo-slaves as the restriction on movement allows companies and the government to pay them peanuts for their (usually in dangerous conditions) labor. Unless you work, you can't go back home and many people are tricked into promising paychecks, not realizing they are signing up for years of heavy exploitation and often very unfavorable/downright dangerous working conditions.
This was brought to light during the construction of stadiums for the 2022 World Cup which was hosted by Qatar, which immediately made people have a very negative view of the country. That's basically the gist of it. Qatar for a tourist and Qatar for an immigrant worker are two very different places, in fact in almost all corners of the globe you can have a great and safe time as a tourist outside literal warzones and ghettos, it's the living conditions of the people that live there full time that dictates the reputation of a country.
Check reports, numbers, witnesses and investigations, even reported slave labour related to the constructions around the FIFA world cup. Many, many people died, more than in any other host country.
"Treating people bad" is a gross understatement.
