You get the feeling that vice city was rather rushed, considering they were making a new game in such a short amount of time, the 2nd island is rather unfinished and less detailed so doesn't surprise me shops and other things wasn't implemented
Yeah, that's why the Vice City Beach wasted so many space. A huge portion of it was taken up by an empty big beach. Mainland DOES look less detailed. They polished much of it in Vice City Stories by adding some neon lights to a lot of buildings especially the tall lime building in Little Haiti and most of the tall buildings in Downtown. The Vice Point Langer, when viewing from the Mainland, has been fixed in VCS. The crane from Viceport can now be seen in Vice City Beach alongside the Airport Main Terminal. However, the Ghost Tower hasn't been removed.

I like the sound of that private starfish island security, especially considering the real star island has a ton of celebrities living on it, like Gloria Estefan and whatnot

The first bridge prop looked like the bridges in ocean view, next to the lighthouse, maybe it belonged there. That trash can being labeled as "dynamic" could have meant that the trash recolector submission of gta Liberty City Stories was a in Vice City. I found that interior in the frontpage cafe with the first person mod like a month ago, something close to that is next to Zero's shop, where the building to the side of it, which is separated by an alleyway, has a door with an cube interior, like the ones from the doors when you enter an interior. There is a few places similar to that scrapped car dealership on GTA 3, like on very close to the safehouse in Stauton Island. The bathroom from the Film Studio was moved to another studio. On the GTA 3's save system, maybe that door on Vercetti's room on the Ocean View Hotel, next to a fishtank was intended to be that door that let you save.
There's another reason why they probably wouldn't bother with the "doghouse" traffic lights. It's because nobody who plays GTA actually pays attention to the stop signs. :^)
GTA 5 is the very first GTA that I actually wanted to drive and stop at the lights and stop signs. I found it fun and would love GTA 6 or next GTA to have more realistic traffic.
Something I noticed that you missed was the Hidden Package ontop of the removed Pizza Co. in Washington. The placement of this Hidden Package would have been directly behind the large sign, making it much harder to find because you cannot see it from the street. I think that package was meant to be hidden by the sign, and when they changed the building, the package became visible.
Rockstar used to cut feature that they mention. RDR2 have one of these. In the RDR2 gameplay trailer they said people will recognize you if you kill they relatives. But that never happens on final game.
HiroX it hasn’t been cut , there npcs at farms who you ‘d kill and return later to be recognized by the rest or next of kin . I’ve had a few instances like this ... so it’s definitly still in the game (SP)
I went to valentine once and a chick come screaming at me saying you killed my husband, I had a choice to greet antagonise or give 2 dollars so I gave 2 dollars and she yelled more and when to the floor crying, it’s only happened to me once and I’ve played the game bout 6 times

That opens the bridge from the East side of the city, but not the West. I believe you must complete Phnom Pehn '86 for the other side to open. Also, there are gates that block entrance to Leaf Links early on as well. I believe they are both opened during/after the mission where you kill the golfer for Avery Carrington.

Starfish Island being a private island explains a few things. 1 - It provides a reasoning for why security guards are patrolling around the island. 2 - Why the gates are closed. The gates aren't even closed due to the weather warning. How'd I know? Because both of the bridges leading to the island are open! Why would you close the gates to the island and not the bridge itself during a weather warning, but keep the bridges closed around the Vice City? It's such a blatant shoehorned excuse that it's hilarious how rushed it is, once you notice it.
17:30 The Traffic Lights were probably put in as maybe an attempt to recreate one of the late night driving scenes form Miami Vice where those lights were visible and flashing in the final scene of out where the busses dont run, although vice didnt really have any of those big four lane intersections, or raised roads that were often slammed over by the daytona in those first two scenes such as in the going under scene from the second episode of that show, the heart of darkness with Al Bundy playing an undercover cop gone under, needless to say, if they ever go back to vice they should make it so all the game devs do a bingewatch of that show before they start just so it feels right again lol
VC was so much better in the beta version!!! The guards and Ken's door. The garage door did not make sense in the Downtown safehouse. Because why would we save a small bike in a garage? And yeah, I like that Rockstar wanted to implement the gta 3 save game feature. They could save the Cherry Popper interior too!!!

In this video you mentioned about some props from the Manhunt game (19:30). I would LOVE to see the same kind of video about all the well known and not so well known references, easter eggs, connections between the GTA Universe and Manhunt. I think a lot of people would find interesting what details went from one game to another, aside from some weapons, pedestrian and radio station mentions about Carcer City, pick up and walking sounds from GTA 3, details and props from San Andreas and Vice City and so on... I think there's a lot more interesting stuff to discover.

Starfish Island being a private island explains a few things.
1 - It provides a reasoning for why security guards are patrolling around the island.
2 - Why the gates are closed. The gates aren't even closed due to the weather warning. How'd I know? Because both of the bridges leading to the island are open! Why would you close the gates to the island and not the bridge itself during a weather warning, but keep the bridges closed around the Vice City? It's such a blatant shoehorned excuse that it's hilarious how rushed it is, once you notice it.
This channel is so valiuable, you are all doing a great job.

17:30 The Traffic Lights were probably put in as maybe an attempt to recreate one of the late night driving scenes form Miami Vice where those lights were visible and flashing in the final scene of out where the busses dont run, although vice didnt really have any of those big four lane intersections, or raised roads that were often slammed over by the daytona in those first two scenes such as in the going under scene from the second episode of that show, the heart of darkness
with Al Bundy playing an undercover cop gone under, needless to say, if they ever go back to vice they should make it so all the game devs do a bingewatch of that show before they start just so it feels right again lol
VC was so much better in the beta version!!! The guards and Ken's door. The garage door did not make sense in the Downtown safehouse. Because why would we save a small bike in a garage? And yeah, I like that Rockstar wanted to implement the gta 3 save game feature. They could save the Cherry Popper interior too!!!
6:50 to 7:10 he said was right there was a pizza place in Washington because you can see after the building there is an alleyway where there is a parking place it's like pizza place in downtown

I think the wooden jump might fit better at the beach, mainly because of it's red wood clashes with the brown wood used by the Golf corse
