22:20 I remember as a kid in mid 2000s I once entered SF impound parking lot and found there a stuntplane. I never understood why did it spawn there, and even tried to steal it from there, but ultimately I got blown up 😁 I thought it was a very strange spawn. Maybe even a bug, as I never saw anything like this again. I never understood that it was actually my stuntplane which I took from the desert airfield 😁

If we assume that the three playable characters were meant to be the most obvious picks, that would be CJ, Sweet and Cesar, but Sweet gets busted and is unavailable for like 70% of the story and Cesar stops having any relevance to the story after getting out of San Fierro. And usually the story of these games are one of the things they get to make even before the most basic build of the game map is finished, so yeah they definitely had to scrap very early on development.

As a kid I always thought it was weird how after you first meet Cesar he calls you for 1 mission only, something never felt right now after all these years finding out that there was more content there just explains a whole lot! Also explains how the impound lot was never showed to the player, it just existed, this makes so much sense. thanks for the video, now I gotta start SA again for a playthrough :)
This makes so much sense. I remember playing with the impound features as a kid on the xbox version. I dont recall my vehicle never being there, but I did always wonder why the feature was such a secret and very difficult to find online, at the time. I only even discovered it due to that Brady Guide!! (which I still have) and I used to read it over and over again to find new features, and I used to spend hours and hours googling. The guide also said there was an armored FBI truck in the game, and an Uzi. So much of my life was wasted trying to find the Uzi and FBI Truck...
The fact that this game is going to be 19 years old this year and people are still finding hidden details and cut content shows how much the devs cared and poured into making SA.
This mission was meant to introduce the Impound Garage. Since the mission had been cut in the final version, the feature isn't mentioned anymore, but still exists and can be accessed normally.
I remember seeing both Stuntplane and Hunter in the garage, and they spawned right in the middle of each other, causing an explosion of epic proportions. They most likely spawned because of either the Flight school or the races that I must have played just prior to going to the LV impound garage.
As great as this game is, there's so much more that could have been implemented, this 2nd mission from Cesar, if polished, would have been a good way to establish CJ and Cesar's friendship.
He didn't just store it, he caused it to blow up and land in the right spot, then he pushed it's blown up shell into the impound with 5 stars so that it would be repaired

I'm REALLY late to the party, but speaking of all those voice lines problems mentioned around 23:50, the general picture I get from San Andreas is that it had a messed up or rushed-through voice line recording process, which would explain Ryder's fate in the game, and the fact that Ryder's voice actor said that Rockstar never contacted him anymore after the first batch of recording sessions. It's pure speculation on my part, but something tells me Rockstar simply didn't move forward with the final recording session aimed at recording all the missing content, and decided to speed up the game's release. They either didn't have the money (or wanted to save some), resources (no more audio time for audio editing and fitting or tired team) or time (game premiere deadline) to carry one out, or perhaps shareholder pressure might've played a part here.

I was confused by these impound machaincs back in the days, because there were not a single hint in the game about it, but the impounds in SA all worked fairly(?) well, except some weird vehicle like planes could spawn in them. It dawns on me when seeing this video😂

Umm there is on original version of GTA S.A. FOR PS3 Theres almost as many vehicles as in gta5 without online /DLC THE sa version for ps 3 is I believe with a couple memory upgrades the best outa aall gta .
We are required to go to the pay n spray in willowfield because there's an entrance to the sewers nearby the police station which can be used to reach the pay n spray. If you use this path, police won't harm you much, as you are directly entering the pay n spray from the sewage via a slope.
Honestly I wouldn't mind if Ceasars garage worked as a workshop like the one in willowfield except maybe the cars you have to bring could be lowriders but it would offer extra customization in case Loco garage isn't your cup of tea, but as for the police impound it's crazy how the game despawns your car without actually telling you that it was impounded
It all makes sense now. As a kid, and I mean little kid, I would always be finding Hunter choppers and stuff down there in the impound and as a kid I had no clue why. Turns out they would get impounded after I cheated it in and died

I don't know if anyone made the connection - but in an early GTA 5 mission for Franklin you have to break into the police impound and retrieve a towed vehicle. Reference or continuation to this mission perhaps?

I definitely did not expect to find out about more unused stuff because i've heard the same ones many time before. Just never these things. I knew about this mission but there sure is plenty of new stuff
i like how in the finished game there is still the feature, but just way more simplified and not even working properly, and that they choose to not even mention it to us, so they left it as just a cool secret for the player to find by playing. i remember going to the impound i loved it

I was able to figure out the impound system on my own back in the day. It was awesome to be able to go pick up your cool rides and sometime have random plane or chopper spawn. I never realized how buggy it was, I thought it was just random chance. Nice video anyway.

Huh, it is literally located 5 steps from Willowfield zone. When I was making a video , I think I miss-clicked on the map, because I remember that I was checking it. Also no one from the focus group noticed that it is located in Idlewood. :/ I think, they just got it wrong because of how close it is located to this area.
It's like the impound mechanic wasn't really supposed to be in the game, as is half baked, but the developers didn't have enough time or simply forgot to cut it from the game
Actually CJ wasn't alone in this mission if you played TTDISA or TTDISA OV You drive wirh Cesar to the station and those voice lines play You also drive back after losing the wanted level and he puts N20 in your car and additinal cutscene plays usint the lines from Test Drive where ceasar says "Hey CJ watch this, NITRO" and then CJ says "Alright!" Cesar then exits the car and you pass the mission
My day was crazy. I almost had a mental breakdown, but coming home and seeing 'Vadim M uploaded...', all of my problems flew out of my head. The scripted behavior of the police, the ped being beaten, the glitched entrance of the LV impound, the bugged alarm, the police car with the hood open, weird spawns inside the garage, the strange and unnatural quotes, wow, this video explains everything weird that i already had noticed in there
I'm 90% sure this mission was cut because a feature was cut, likely being a personal vehicle feature. They already have safe houses and plenty of other customization stuff. It's also fairly likely that this was early and originally planned to be your intro to losing your wanted level at pay and spray.
AND I think that they may have wanted to allow more than low riders to be tuned in other ways but that's pure speculation based on the very little we know more so then the stuff above
I can't tell how much a new video makes me happy. I knew the leaks from Definitive would generate a lot of material for new videos. So good to see new stuff discovered! I hope someday we can find out more about LCS and VCS too!
What if there never were two separate lowrider mod garages, but Cesar's place was located in WIllowfield under that bridge and Loco Low Co belonged to him?
In the 𝗴𝗮𝗺𝗲 𝗳𝗶𝗹𝗲𝘀 there is a cactus model that was not used in any part of the map, however there are 𝗺𝗼𝗱𝘀 for it to appear in las venturas, but what led me to this subject, was that in this mod to have the cactus we don't need to install any 𝗱𝗳𝗳, and that shows that yes it is in the game files so, Vadim can you do a vídeo about it? if you make it I'll really like it and more people will know about it :D
6:36 I guess the mission is canonically done with the low-rider CJ gets on a previous mission? Though they didn't made that obligatory for obvious reasons (San Andreas doesn't provide a lot of options for long term car preservation)
My theory about CJ getting pissed because of his stolen car being towed: During the Caesar's phone call that triggers the lowriders racing mission, he mentions that Carl likes cars, Kendl probably told him that which gave him the idea of inviting Carl for the race. I think the developers assumed we would use the very same car for all the three of Caesar's missions, not to mention that he lowrider we use on Caesar Vialpando mission isn't stolen, that guy at Loco Low Co. gave it to CJ. That car was probably bought by Sweet since the guy says Sweet called him and told him that Carl was looking for "something that bounces" and leaves us with the car. And to be honest, I can't blame the developers for thinking we would use that same car for all the three missions, unless you're like me and finds Remington way more beautiful than Savannah, why would you just throw away a highly tuned car especially in a part of the game where you're quite low on cash? Another evidence that Carl really like cars is his unused dialogue with Big Smoke during the mission Sweet And Kendl. In that dialogue, Big Smoke asks Carl if he still likes cars, which CJ replies "Always loves cars, man". I believe CJ's love for cars is a part of his character that the devs wanted to show much more than they shown in the final game.

I think, they just got it wrong because of how close it is located to this area.
I remember finding the jumbo jet spawn in the underground impounded lot and exploding. That's how I learned that CJ's last used vehicles spawn there.
It's like the impound mechanic wasn't really supposed to be in the game, as is half baked, but the developers didn't have enough time or simply forgot to cut it from the game
Maybe driving a tow truck and impounding cars could've been another mini game like taxi, paramedic, police, pimp, burglar, etc.

Actually CJ wasn't alone in this mission if you played TTDISA or TTDISA OV You drive wirh Cesar to the station and those voice lines play
You also drive back after losing the wanted level and he puts N20 in your car and additinal cutscene plays usint the lines from Test Drive where ceasar says "Hey CJ watch this, NITRO"
and then CJ says "Alright!"
Cesar then exits the car and you pass the mission

I'm 90% sure this mission was cut because a feature was cut, likely being a personal vehicle feature. They already have safe houses and plenty of other customization stuff. It's also fairly likely that this was early and originally planned to be your intro to losing your wanted level at pay and spray.
AND I think that they may have wanted to allow more than low riders to be tuned in other ways but that's pure speculation based on the very little we know more so then the stuff above

In the 𝗴𝗮𝗺𝗲 𝗳𝗶𝗹𝗲𝘀 there is a cactus model that was not used in any part of the map, however there are 𝗺𝗼𝗱𝘀 for it to appear in las venturas, but what led me to this subject, was that in this mod to have the cactus we don't need to install any 𝗱𝗳𝗳, and that shows that yes it is in the game files so, Vadim can you do a vídeo about it? if you make it I'll really like it and more people will know about it :D

6:36 I guess the mission is canonically done with the low-rider CJ gets on a previous mission? Though they didn't made that obligatory for obvious reasons (San Andreas doesn't provide a lot of options for long term car preservation)

My theory about CJ getting pissed because of his stolen car being towed: During the Caesar's phone call that triggers the lowriders racing mission, he mentions that Carl likes cars, Kendl probably told him that which gave him the idea of inviting Carl for the race. I think the developers assumed we would use the very same car for all the three of Caesar's missions, not to mention that he lowrider we use on Caesar Vialpando mission isn't stolen, that guy at Loco Low Co. gave it to CJ. That car was probably bought by Sweet since the guy says Sweet called him and told him that Carl was looking for "something that bounces" and leaves us with the car. And to be honest, I can't blame the developers for thinking we would use that same car for all the three missions, unless you're like me and finds Remington way more beautiful than Savannah, why would you just throw away a highly tuned car especially in a part of the game where you're quite low on cash?
Another evidence that Carl really like cars is his unused dialogue with Big Smoke during the mission Sweet And Kendl. In that dialogue, Big Smoke asks Carl if he still likes cars, which CJ replies "Always loves cars, man". I believe CJ's love for cars is a part of his character that the devs wanted to show much more than they shown in the final game.
