Most of the problems are due to the high framerate, makes the suspicion meter go crazy, that and the first level wich is know for being more difficult due to how guards "know each other" so they discover you way faster than other levels
I eventually got it locked at 60, is that still too high?

Not as Random as you think. It takes into Consideration the Outfit, and what kind of Weapon you have in your hands.
try not looking at the guards, it will not make your sus meter worse.
They go crazy if you start running, that mehanic slows down the gameplay a lot

I would rather be physically castrated without painkillers than use linux in any way
I never had trouble with this game, not even adding any patch (idk if there even is one) I just set it to borderless in the config and set my res

That is Luigi Boccherini Minuetto (classical), it is Non Copyright, so I love using it
I guess you didn't play hitman contracts yet, my windows 10 won't work well in neither these 2 hitman games
I tested it very briefly on this PC and it crashed almost immediately, wish me luck
