Hi I have a question, why when I do the 30 and 21 spacing it comes out so near the circle and to your drawing is a little bit far. Im on mm too, please help.

Because for the center circle the given number was in diameter not in radius.If you can fix this you can draw the 2d figure.

Find the tangent snap on circle circumference for end point of line..
During select tangent point type 'Tan' so you can find easily tangent option of circle..

Go to Drafting Setting - DS
Object Snap tab
Select all Object snap ..
Apply & Ok..
Use F3 to turn On & Off Object snap mode
