Maybe because for a long time (since the begginings of pop and rock I'd say), dating fans and groupies, having "a girl on every town", abusing alcohol and drugs and having big parties, sometimes of sexual nature has been consider part of the "rockstar" image (quote marks on rockstar because it often extends to pop, hip hop). In that imaginary, situations like dating or having sex with minors, with girls under the influence of alcohol/drugs or even both was considered cool or at least receive a "that's the way they are" shrug. Luckily today most of these situations are socially unacceptable, but still there's a big dissonance where both artists and fans romantize and engage in those conduct. Having a position of power and influence over young girls combined with a 50-years long background of coolness surrounding it makes easy for famous artists to slip and do those actions. So instead of putting the blame on the victims, we can try and change the paradigm so bands, concerts and tours become actually a true safe space for fans and people
