It's got to do with the bug that creates error segment on the countdown seven segment pedestrian signal where it may have a bad terminal, bad soldering connections, or the traces may have been damaged by the weather conditions including the moisture, tropospheric effect, EMF, or barometric pressure that causes countdown pedestrian signal to go mind of its own. Things can be really weird whenever it happens.
