I think the stands are ordered by destructive power: Tier 2: Killer queen: can evaporate someone, and cause large explosions. Star platinum: is star platinum. Tier 3: D4c: can cause lethal damage and kill but slower than killer queen. Tusk: if we consider all the acts, it can cause someone to spin to death, still slow than killer queen. Tier 4: both rely on punshing (weak). So November rain can cause more destruction than all, my bet is that the droplets are tiny black holes.
Jodio can make the droplets heavier and it hasn't been stated to have a limit. The droplets are pretty much confirmed will become a black hole by the end of the part

Ability changes for Star Platinum and Killer Queen: Star platinum gains time stop. Killer queen gets Bites The Dust. Physical changes for Tusk and D4C: Tusk physical evolves multiple times, to Tusk Act 4, being the strongest form. D4C gains love train, which slightly changes him physically, but also making it his strongest form. As for Stone Free and Golden Experience, the user got a major change to them involving the arrows: Jolyne got her stand from a piece of the arrow, changing her into the strongest she can be. And Golden Experience got struck by the Requiem Arrow, to become Golden Experience Requiem, which makes it the strongest he can be. It's all just watering the plants to make them stronger. Or pouring water in the fountain bowls until they're completely full.

I worked my head looking at this trying to decypher a meaning but tbh we're probably reading too much into it, on the contrary tho, if we wanna focus on november rain the moon and sun behind him is interesting I can see 2 ways to interpret it: one being the moon and the sun being seen at the same time makes me think of Made in Heaven, especially with november rain's feathers and the beta logos for jojolands having one of the titles be called "made in jojolands" or the second linking back to something you mentioned aswell, the moon and sun specfically the cresent moon reminds me of the album art for lark's tongue in aspic by king crimson.

I know this might sound like a bit of a stretch, but If you think of the stands outside of "November Rain" acting as legs, idk man. This idea seems to hold up when you pair "Star Platinum" with "D4C," "Stone Ocean" on its own, "Golden Experience'" on its own, and "Killer Queen" with "Tusk.'"
Okay so I also love Kira Joestar. Not only does it show that P4 Kira was not "Destined" to be a serial killer by fate or that his need to kill women for their hands was in his "Nature" but that really it was mostly things out of his control, that being his parents. Holly subbing out Kira's old mom (literally) is probably what saved P8 Kira from debasing himself into a monster. It gave him a positive female influence who probably had the medical know-how and resources to spot his sociopathic tendencies and treat them and since she's not the P3 Holly she also has a backbone and properly parents Kira when he's being aloof. BUT that allows Kira to put the abilities of Killer Queen, the most Made-for-a-Serial-Killer stand ever, into a force for good that medically saved more people than the old one probably killed! And he's still a weird asshole with a hand fetish, but with a solid golden heart full of justice.

Araki loved this and tried to recreate it, now if we come to the 7 stands there, first of all November rain symbolizes the water of the fountain and not the part of a tierlist, now there's 6 stand and a 3 tier tierlist, top tier is star platinum and killer queen: star platinum is pretty strong and resembles hope, if star platinum is there the day is saved he also gives a hope to the wievers, killer queen... Now everyone is confused how the serial killer got involved in freedom and happiness? Well he actually isn't, this is actually part 8 killer queen, for his power; he can destroy things, have multiple heart attacks and his limits are actually unknown, he also resembles hope and freedom, p8 yoshikage was trying to save his mother and accidentally caused the birth of our boy gappy. The 2nd tier: D4C and tusk: d4c and tusk comes from jesus' bones we all know that, d4c resembles the luck of gathering all of the corpse and tusk is happiness because it helped johhny mentally and helped his Crippliness (ik I couldn't find a way to express it) Last tier stone free and gold experience: sf is hope and freedom helping jolyne save his father, helped jolyne get out of prison that she was framed and sacrificed herself for Justice. Golden experience in the other hand, has the ability to give life, and he is resembled as jesus, Son of Dio(god) and defeated diavolo(demon) he also got rid of drugs in Italy. Now this tierlist is the strength for resembling a fountain, and it compares the strength of these fountains, also their base forms that is no GER no ta4 no love train, tiers in themselves aren't comparing the 2 stands on the same tier and we can't know which is greater from which.

The stands and their pairings seem to fit a theme: D4C vs Tusk, Star Platinum vs Killer Queen, they (more or less) are enemies in their own parts. But then you get to Stone Free and Gold Experience and it doesn't fit... Or does it? Going by the Alternate Universe assimilation/re-understanding of it's previous counterpart's characters and concepts, we stand to reason that part 9's counterpart is both part 5 and 6 (gang life and such). If we were to assume that both Stone Free and Gold Experience would have their enemies, Whitesnake/C-Moon/Made In Heaven and King Crimson, they would be across from them, yet, the one across the line from themselves is no other than November Rain. Does that imply that Jodio will get those powers? I couldn't tell ya, really I couldn't. But there might be something there, something I tell yer **spit**
it's kind of obvious when you think of it like this, araki is talking about punch strength and power. star platinum has the strongest punch, and killer queen is lower but still relative to it. then you have d4c and tusk (and probably all of its reiterations) at the second tier, which makes sense. then golden experience and stone free, which both make sense to be at the 3rd tier of punch strength.
Part 9 is about mechanism or a Rube Goldberg machine. Since November rain, the protagonist of part 9, is at the top, it would imply that it is the catalyst of all the lower parts. However, that wouldn't make any sense since it is the most recent part. On the other hand, what if Araki was highlighting the flow of fate and their ability to bend it. Case one, Star platinum. It is clear that jotaro had heavy plot armour - he learnt how to stop time just as he was about to die, managed to defeat judgement and even had books protecting him when DIO threw knives at him. Hence, it would be logical that he would be higher up. Case two, killer queen. Both killer queen's from part 4 and 8 look almost identical, but both Kira's had great fate. Part 4 Kira, he managed to escape from jotaro alive and change his identity without being caught. To add on, he would later gain the ability to make fate side with him, to eliminate anyone who knows his identity. Part 8 Kira, when Josefumi was fated to die, Kira ate the Rokakaka and revived him at the cost of being fused together. It is shown that both Kira's had control over fate. Case three, D4C. It is true that D4C love train negates all bad luck, acting as an anti-fate barrier. However, the thing is, fate still had control over him even when he was in love train, as Johnny managed to land Tusk Act 4 on funny valentine (funny valentine got hit by it as soon as he was out of love train, fate had been timing it the entire time). Showing that he only had temporary control over fate before fate strikes back. Case four, Tusk. Johnny joestar honestly could not control fate well, rather it was Tusk Act 4 that could bend fate. Once hit by tusk act 4, one is fated to die by infinite rotation - unless they reversed the effect with a reverse rotation of the spin in motion. Hence, it shows that Johnny joestar had some control over fate. Case five, stone free. Jolyne Kujo had little control over fate and only showed signs of manipulation of fate when she passed the disc to Emporio, which would later rewrite Pucci's fate when Pucci himself accidentally inserted the disc into Emporio. Case six, gold experience. This goes the same for giorno, he only showed signs of manipulation of fate when he got the arrow. However, GER literally bends fate by setting everything back to 0. There is one issue though, like Tusk Act 4, Giorno can not control GER's activation, he doesn't even know what it does. Hence, just like Jolyne, he has some control over fate. Question: What about King Crimson and White snake? They had temporary control over fate. King crimson merely avoided and predicted fate for the next 10 seconds, which is not enough to be considered powerful. White snake did eventually become Made in heaven (which ensured that fate was in Pucci's favour), but it was shown that Jolyne's fate, even after death, played a part in Pucci's death. Question: Are there any other stands that could have replaced the stand above? Yes. The stands such as, crazy diamond, hermit purple, heaven's door, rolling stones, sticky fingers, six pistols, ball breaker, ticket to ride, and paisley park.
it looks almost identical to hierophant green in that image, or at least in that simplified artstyle of how the stands normally look. the only difference is hierophant green's face piece is slightly thinner and branches off. other than that they look almost identical. this isn't like someone confusing D4C for like... idk Star platinum. this is someone confusing a green stand with yellow eyes and a white mouth covering for a stand with green skin and yellow eyes and a white mouth covering. It's VERY understandable how they're confused.
Most of Jojo Main Villain or someone very closely related to Dio (Giorno) have Stand with Time Manipulation ability Dio - Time Stop Kira - Time Rewind Giorno - Time Revert Diavolo - Time Erasure Pucci - Time Acceleration Valentine - Timeline Connection It's all up to Valentine since Tooru Stand Wonder of U doesn't have any relation with Time Manipulation as it only generating a Calamity to nonsensical level where a leaf can fall like a knife and cut someone ear Valentine still considered Time Manipulation because he can interact with other version of him in another Timeline especially with how Love Train Redirect Misfortune from him to someone else in another Time either it was Past or Future Jodio is like alternate version of Giorno so it's likely he may be getting Time related ability. May be he able to use the conjuring the stand of Joestar not only in Past or Future but also from other Timeline or straight up ability to control the Flow of Time when he get his own version of Requiem

i think the order makes sense, KQ SP NR dont need external factors like the corpse or a horse for the golden ratio, D4CLT and TUSK4 GER cant reach their strongest without having "help". and GE is SF level more or less so they sit in the same tier. their base abilities guve them each unique strengths over the others

I can see star platinum and killer queen being 2nd because star platinum is incredibly strong physically while killer queen's bomb power is very physically destructive. November rain can be the first because the rain created by it can have any density afaik (i havent read part 9 at all) so if the rain is dense enough it can cause insane physical damage. Though idk why d4c, stone free, and gold experience are here since they aren't physically that strong. King crimson for example is very strong physically.
Honestly I think most people haven't seen a colored version of November rain yet, so of course something that shares the color scheme and general layout of heirophant greens heaf and missing november rains most iconic design features (being a fuckin spider) could mislead people.
Think about it this way, Araki isn’t power scaling he’s picking which abilities he thinks benefits the character the most and therefore they’re the “most powerful” in his mind because how they functioned in the narrative. Bites the dust is a phenomenal ability for the way Kira is throughout the events in the story, not for if he’s in a 1v1 with Jotaro in an empty room yk

November Rains (eventual top 1), then Killer Queen (representing p8 Kira with Soft and Wet going beyond causality), then Star Platinum (implying Time Stop is more like a Causality Stop, which would technically negate anything else hax wise durring its durration, which could put Jotaro and Dio at the top of the food chain excluding Soft and Wet), then Tusk (act 4), then D4C, then Gold experience (with Requiem return to 0 somehow scaling bellow both D4C and Tusk 4?), and then finally Stone Free. The only outlier in that case is Jotaro, and the "causality stop" headcanon is just trying to justify that.

As for Stone Free and Golden Experience, the user got a major change to them involving the arrows:
Jolyne got her stand from a piece of the arrow, changing her into the strongest she can be. And Golden Experience got struck by the Requiem Arrow, to become Golden Experience Requiem, which makes it the strongest he can be.
It's all just watering the plants to make them stronger. Or pouring water in the fountain bowls until they're completely full.

I worked my head looking at this trying to decypher a meaning but tbh we're probably reading too much into it, on the contrary tho, if we wanna focus on november rain the moon and sun behind him is interesting I can see 2 ways to interpret it: one being the moon and the sun being seen at the same time makes me think of Made in Heaven, especially with november rain's feathers and the beta logos for jojolands having one of the titles be called "made in jojolands" or the second linking back to something you mentioned aswell, the moon and sun specfically the cresent moon reminds me of the album art for lark's tongue in aspic by king crimson.

I know this might sound like a bit of a stretch, but If you think of the stands outside of "November Rain" acting as legs, idk man. This idea seems to hold up when you pair "Star Platinum" with "D4C," "Stone Ocean" on its own, "Golden Experience'" on its own, and "Killer Queen" with "Tusk.'"

Okay so I also love Kira Joestar. Not only does it show that P4 Kira was not "Destined" to be a serial killer by fate or that his need to kill women for their hands was in his "Nature" but that really it was mostly things out of his control, that being his parents. Holly subbing out Kira's old mom (literally) is probably what saved P8 Kira from debasing himself into a monster. It gave him a positive female influence who probably had the medical know-how and resources to spot his sociopathic tendencies and treat them and since she's not the P3 Holly she also has a backbone and properly parents Kira when he's being aloof.
BUT that allows Kira to put the abilities of Killer Queen, the most Made-for-a-Serial-Killer stand ever, into a force for good that medically saved more people than the old one probably killed! And he's still a weird asshole with a hand fetish, but with a solid golden heart full of justice.

Now araki got inspired from fountains and created this masterpiece, yes there's a stand tierlist but it's actually not their strength or power, let me explain, fountains are sometimes referred as water that comes from heavens that cleans this earth, resembling happiness, hope and freedom. Araki loved this and tried to recreate it, now if we come to the 7 stands there, first of all November rain symbolizes the water of the fountain and not the part of a tierlist, now there's 6 stand and a 3 tier tierlist, top tier is star platinum and killer queen: star platinum is pretty strong and resembles hope, if star platinum is there the day is saved he also gives a hope to the wievers, killer queen... Now everyone is confused how the serial killer got involved in freedom and happiness? Well he actually isn't, this is actually part 8 killer queen, for his power; he can destroy things, have multiple heart attacks and his limits are actually unknown, he also resembles hope and freedom, p8 yoshikage was trying to save his mother and accidentally caused the birth of our boy gappy. The 2nd tier: D4C and tusk: d4c and tusk comes from jesus' bones we all know that, d4c resembles the luck of gathering all of the corpse and tusk is happiness because it helped johhny mentally and helped his Crippliness (ik I couldn't find a way to express it)
Last tier stone free and gold experience: sf is hope and freedom helping jolyne save his father, helped jolyne get out of prison that she was framed and sacrificed herself for Justice. Golden experience in the other hand, has the ability to give life, and he is resembled as jesus, Son of Dio(god) and defeated diavolo(demon) he also got rid of drugs in Italy.
Now this tierlist is the strength for resembling a fountain, and it compares the strength of these fountains, also their base forms that is no GER no ta4 no love train, tiers in themselves aren't comparing the 2 stands on the same tier and we can't know which is greater from which.

For all we know it could be a their lost like you said but instead of power it could be in terms of his favorite stands and ones that represent healing or hope.
I thought it was Star Platinum, Killer Queen, D4C, Stone Free, Gold Experience, and lastly Tusk.
The stands and their pairings seem to fit a theme: D4C vs Tusk, Star Platinum vs Killer Queen, they (more or less) are enemies in their own parts.
But then you get to Stone Free and Gold Experience and it doesn't fit... Or does it?
Going by the Alternate Universe assimilation/re-understanding of it's previous counterpart's characters and concepts, we stand to reason that part 9's counterpart is both part 5 and 6 (gang life and such). If we were to assume that both Stone Free and Gold Experience would have their enemies, Whitesnake/C-Moon/Made In Heaven and King Crimson, they would be across from them, yet, the one across the line from themselves is no other than November Rain.
Does that imply that Jodio will get those powers? I couldn't tell ya, really I couldn't. But there might be something there, something I tell yer **spit**
it's kind of obvious when you think of it like this, araki is talking about punch strength and power.
star platinum has the strongest punch, and killer queen is lower but still relative to it.
then you have d4c and tusk (and probably all of its reiterations) at the second tier, which makes sense.
then golden experience and stone free, which both make sense to be at the 3rd tier of punch strength.
Part 9 is about mechanism or a Rube Goldberg machine. Since November rain, the protagonist of part 9, is at the top, it would imply that it is the catalyst of all the lower parts. However, that wouldn't make any sense since it is the most recent part. On the other hand, what if Araki was highlighting the flow of fate and their ability to bend it.
Case one, Star platinum. It is clear that jotaro had heavy plot armour - he learnt how to stop time just as he was about to die, managed to defeat judgement and even had books protecting him when DIO threw knives at him. Hence, it would be logical that he would be higher up.
Case two, killer queen. Both killer queen's from part 4 and 8 look almost identical, but both Kira's had great fate. Part 4 Kira, he managed to escape from jotaro alive and change his identity without being caught. To add on, he would later gain the ability to make fate side with him, to eliminate anyone who knows his identity. Part 8 Kira, when Josefumi was fated to die, Kira ate the Rokakaka and revived him at the cost of being fused together. It is shown that both Kira's had control over fate.
Case three, D4C. It is true that D4C love train negates all bad luck, acting as an anti-fate barrier. However, the thing is, fate still had control over him even when he was in love train, as Johnny managed to land Tusk Act 4 on funny valentine (funny valentine got hit by it as soon as he was out of love train, fate had been timing it the entire time). Showing that he only had temporary control over fate before fate strikes back.
Case four, Tusk. Johnny joestar honestly could not control fate well, rather it was Tusk Act 4 that could bend fate. Once hit by tusk act 4, one is fated to die by infinite rotation - unless they reversed the effect with a reverse rotation of the spin in motion. Hence, it shows that Johnny joestar had some control over fate.
Case five, stone free. Jolyne Kujo had little control over fate and only showed signs of manipulation of fate when she passed the disc to Emporio, which would later rewrite Pucci's fate when Pucci himself accidentally inserted the disc into Emporio.
Case six, gold experience. This goes the same for giorno, he only showed signs of manipulation of fate when he got the arrow. However, GER literally bends fate by setting everything back to 0. There is one issue though, like Tusk Act 4, Giorno can not control GER's activation, he doesn't even know what it does. Hence, just like Jolyne, he has some control over fate.
Question: What about King Crimson and White snake?
They had temporary control over fate. King crimson merely avoided and predicted fate for the next 10 seconds, which is not enough to be considered powerful. White snake did eventually become Made in heaven (which ensured that fate was in Pucci's favour), but it was shown that Jolyne's fate, even after death, played a part in Pucci's death.
Question: Are there any other stands that could have replaced the stand above?
Yes. The stands such as, crazy diamond, hermit purple, heaven's door, rolling stones, sticky fingers, six pistols, ball breaker, ticket to ride, and paisley park.

it looks almost identical to hierophant green in that image, or at least in that simplified artstyle of how the stands normally look. the only difference is hierophant green's face piece is slightly thinner and branches off. other than that they look almost identical. this isn't like someone confusing D4C for like... idk Star platinum. this is someone confusing a green stand with yellow eyes and a white mouth covering for a stand with green skin and yellow eyes and a white mouth covering. It's VERY understandable how they're confused.

Kira - Time Rewind
Giorno - Time Revert
Diavolo - Time Erasure
Pucci - Time Acceleration
Valentine - Timeline Connection
It's all up to Valentine since Tooru Stand Wonder of U doesn't have any relation with Time Manipulation as it only generating a Calamity to nonsensical level where a leaf can fall like a knife and cut someone ear
Valentine still considered Time Manipulation because he can interact with other version of him in another Timeline especially with how Love Train Redirect Misfortune from him to someone else in another Time either it was Past or Future
Jodio is like alternate version of Giorno so it's likely he may be getting Time related ability. May be he able to use the conjuring the stand of Joestar not only in Past or Future but also from other Timeline or straight up ability to control the Flow of Time when he get his own version of Requiem

i think the order makes sense, KQ SP NR dont need external factors like the corpse or a horse for the golden ratio, D4CLT and TUSK4 GER cant reach their strongest without having "help". and GE is SF level more or less so they sit in the same tier. their base abilities guve them each unique strengths over the others

perhaps they are ranked by physical strength? I can see star platinum and killer queen being 2nd because star platinum is incredibly strong physically while killer queen's bomb power is very physically destructive. November rain can be the first because the rain created by it can have any density afaik (i havent read part 9 at all) so if the rain is dense enough it can cause insane physical damage. Though idk why d4c, stone free, and gold experience are here since they aren't physically that strong. King crimson for example is very strong physically.
Honestly I think most people haven't seen a colored version of November rain yet, so of course something that shares the color scheme and general layout of heirophant greens heaf and missing november rains most iconic design features (being a fuckin spider) could mislead people.
Think about it this way, Araki isn’t power scaling he’s picking which abilities he thinks benefits the character the most and therefore they’re the “most powerful” in his mind because how they functioned in the narrative. Bites the dust is a phenomenal ability for the way Kira is throughout the events in the story, not for if he’s in a 1v1 with Jotaro in an empty room yk

November Rains (eventual top 1), then Killer Queen (representing p8 Kira with Soft and Wet going beyond causality), then Star Platinum (implying Time Stop is more like a Causality Stop, which would technically negate anything else hax wise durring its durration, which could put Jotaro and Dio at the top of the food chain excluding Soft and Wet), then Tusk (act 4), then D4C, then Gold experience (with Requiem return to 0 somehow scaling bellow both D4C and Tusk 4?), and then finally Stone Free.
The only outlier in that case is Jotaro, and the "causality stop" headcanon is just trying to justify that.
i think that jodio will meet emporio in hawaii and emporio will be researching the heaven plan to make it doesn't happen again and somehow jodio will achieve some sort of heaven and the power of November Rain: Drops of Heaven will have the weight of a universe in each drop and can hit u wheter your dimensionality for example it could pop go beyond's bubble even though they don't exist.
