I can definitively see Acca Howler being a very interesting antagonist from a personality point of view, with changes between intense emotional moments (kinda like Diavolo) and a more composed/thoughtful behaviour. I can also see some parallels between him and Jodio being a thing, maybe in their backgrounds and aspirations as individuals.
It's all fun and games until Howler is defeated and killed in the last few chapters, then it's revealed that he summoned an alternate Dio to conquer Hawaii in his stead

If Album one references Usagi, and two references Howler, shouldn't the third one represent a third individual? Especially given the other fan theory that Usagi will be a Fugo counterpart as a traitor (which this theory would also foresahdow if true) Howler himself might be one of three major obstacles Team Jodio is going to have to deal with throughout the part. Maybe Howler is more on the level of Risotto than Diavolo. This could very easily be all wrong, but its just a thought I've had.

I feel as though, his Stand's name MAY not have anything to do with King Crimsons album. I say this because we have a character that could foreshadow his Stands name. The character, Usagi Alohaoe. Both characters so far have an interesting convention - Both have first names hinting at their origin, Usagi potentially Japanese, while Howler potentially being Italian However I think Howlers Stand name, MAY ACTUALLY have a Hawaiian song reference. I say this because Usagi's last name is Alohaoe, which is a Hawaiian folk song, yet Usagi's Stand is a King Crimson song. So perhaps Akka is a play on that, having the King Crimson reference be his Last Name, while his Stands name could be a reference to a Hawaiian song.
Could it be that the people that fall into lava tubes can turn in to lava rocks so lava rock with Jodios team could be Charming mans brother? And also Howler could be somone like Giorno, his hair is similar (Sorry for my english)
I think he’s either the main villain plain and simple, or he could be a “Dragon” archetype: the right hand man to a greater scope villain who is more active. Maybe he is this part’s Doppio, except instead of a split personality he’s a younger brother or prodigy to the true main villain. IDK, just an idea since this part is likely to be a reexploration of the themes of parts 5 and 6, similar to how SBR was a reexploration of 1-3 and Jojolion one of part 4 (Kinda; this is obviously not a strict delineation). So him could even be a Doppio character who becomes a Pucci, where he subverts the “true villain” in a double twist where he takes control of the lava rocks (this is also a common trope for the “Dragon” archetype)
In the background of the flashback where we see flashback man, you can see the walleyes. Howlers stand looks like the walleyes. Non 0% chance we get to see the flashback played out in full, and not just the sudden flash. And even the return of Josuke too, be it just for the flashback or perhaps a reference to Tooru's rokakaka trade
there are the jojos paralels, like kira destruction and josuke restoration, or jolyne as a sinner and pucci as a priest, in this case, jodio a poor becoming rich and howler being rich becoming poor

I feel like the way he was introduced by suddenly losing all his money / capital puts him at a too low point to be the main vilain, I think his back story and the way he put hand on the lava rock will give us more insight into the actual person or group that will end up being the main threat Maybe the main vilain or main vilain group could be investors of some kind ? We already got shown bankers getting their money back, effectively having more power than howler, so I think an investor or someone helping howler and others companies might be where the bigger vilains are This could also tie back to the insurance company where (if I remember correctly) Jodio and dragona's dad used to work

Sometime Araki doesn't introduce a villian until way later in the part, like Kira and Tooru, and sometimes they show up (or are introduced) right at the beginning, like Pucci, Dio, and Diavolo. So it's hard to say.

Naahhh I don't think he's the main villain.. in the alternate universe the main villains till now had some kind of more "altruistic" and collective goals (Valentine wanting to do everything for his country, Toru wanting to make stone humans more socially powerful) Do mind I'm going of off character descriptions as an anime only. Acca seems like a very egotistical man who doesn't care much about the environment and strives for self satisfaction. Of course, we haven't seen that much of him yet, but first impressions are everything.
not really. whitesnake (pucci) appeared as early as chapter 17 of stone ocean, valentine was revealed chapter 25. tooru being revealed so late is an outlier, but it makes sense due to the nature of him and his stand ability. part 9 parallels part 5 and howler already parallels diavolo in multiple ways the same way that jodio is similar to giorno. let’s keep in mind jodio’s goal is to become “filthy rich”. by defeating howler and gaining the land deeds worth 50 billion according to meryl mei, jodio’s cut will be 4% which is 2 billion USD. he will already be “filthy rich” after defeating howler. and that’s assuming he doesn’t run away with the 50 billion himself which is a popular theory. what i’m trying to say the the reward of defeating howler already fulfills jodio’s goal as of now and is too valuable to be surpassed by another villain unless a plot twist happens

not really. whitesnake (pucci) appeared as early as chapter 17 of stone ocean, valentine was revealed chapter 25. tooru being revealed so late is an outlier, but it makes sense due to the nature of him and his stand ability. part 9 parallels part 5 and howler already parallels diavolo in multiple ways the same way that jodio is similar to giorno. let’s keep in mind jodio’s goal is to become “filthy rich”. by defeating howler and gaining the land deeds worth 50 billion according to meryl mei, jodio’s cut will be 4% which is 2 billion USD. he will already be “filthy rich” after defeating howler. and that’s assuming he doesn’t run away with the 50 billion himself which is a popular theory. what i’m trying to say the the reward of defeating howler already fulfills jodio’s goal as of now and is too valuable to be surpassed by another villain unless a plot twist happens
