Me doing Tom Waits doing Dave Carter's Elvis Presley

- Many, many, many years ago, when listservs were the social media of their day, I was a member of the Dave-and-Tracy list, which was dedicated to the music of Dave Carter and Tracy Grammer.
After Dave died in 2002, the group discussed a tribute CD, and for whatever reason, in my head I could I hear Tom Waits doing "Elvis Presley"... so I sort of made it happen.
I posted the song online somewhere, not letting anyone know that it was me, and I posted to the list that I'd found it online somewhere, somehow.
As a fan of both Tom Waits and the sadly departed Dave Carter, I must say that this was not a bad idea. Pretty clever, and not badly executed. Now then: Tom....?
Can somebody please help me understand this song? It contains a lot of American imagery which is lost on me, since I don't have the cultural framework for understanding it. I'm a posthumous fan of Dave Carter (he died before I was even born), and Google is of no help...
