It's foolproof sequence of switches stops all elements from firing/surging together making lights dim.

Can't test element if it's parallel to others without isolation?

Isolation is best to test if you suspect an issue with the elements. The sequencers were open so that’s why I didn’t isolate the elements.

Is W1 for 3 elements every time, and W2 adds the other 2 elements? Or do I have that wrong?

I think so. Usually each circuit is 5 kw.
