Hey Charley.
I'm getting ready to put a fence in front of a fence.
Hoping bees will move in, anything special I can do to make it a better habitat / more likely?

Bees look for a cavity to move into. If they can't access the space or if the space is too small it won't attract them

They might need a second deep already! That is an odd fence...

They hived-up nicely and were bearding so I added a medium. Nice bees!
