Our mutants are likely the same type of experiment at an earlier stage of evolution. Although I did like how they retconned Wolverine's Weapon X concept in that the 'X' in Weapon X isn't the letter 'X' but the Roman numeral 10 meaning Wolverine is the tenth version of the program with Steve Rogers/Captain America being Weapon One. I wish comic companies had a bible cementing the facts/powers of their universe/characters and required all stories to work within it. It shouldn't be hard to say "here's the first mutant." Through the Watchers and other immortal characters, we get to see the universe through eyes that have seen it all, but new writers come in saying "Nuh uh! MY character was first!"
Well, in their (comic book companies') defense they don't want to box themselves into a corner. It's kinda like what happened with Crisis on Infinite Earths. The complaint was there were way too many parallel Earths with all these difference alternate versions of our favorite characters. So, they decided to streamline the entire DC Universe and get rid of the Multiverse idea and only have one Earth (or one main universe). Only to later decide against that and they started bringing the concept of the Multiverse back.

You can have a good writer set up a really good storyline only to have some other writer come in and decide to change it later on down the road because he or she has other ideas for the characters and/or plot lines.
