Great addition! I would suggest more marinas, though. That inlet is looking a little bare.
Beautiful space you have created. A suggestion is to put up a light house at the end of the break water, so the ships can be guided inside during the bad weather days

Just a very small tip: sailing yachts never have sails up if docked, they would push against the piers in the wind and cause lots of damage.

One missed opportunity might be: How about if you have sunked some of those small art deco type shops into that retaining wall on transit hub area? But other than that, looks REALLY good!
That probably would have turned out pretty good. I didn't think about sinking anything in to the retaining wall. Thanks for the suggestion!
Awesome job, how about adding a fishing industry and a ferry stop so then you will have boats using the Marina area instead of just props
I was thinking about that. We did something similar in canalville. Really makes it more alive! Thanks for the suggestion!
You could also add a ferry station there, as well as a lighthouse on the seawall, and maybe even a statue ala Liberty or the Colossus on the entrance!

I really like the overall look, but two things really made me wonder WHY?!?
1) The Hotels would have needed to be right next to beaches
2) I'd have put the parking garage on the other side of the arena - better access and (more important) not blocking the prime view over the bay.
I actually thought this must have been the spot for a fort in the old days right before you picked "la defense"😊if the garage were moved towards landside, the space towards the sea could take the remains of some old bunkers, turned into a landmark.

I notice that your map here has a few beach areas left. Any advice on how to do a decent and functional beach area (with or without mods)?
I have a few episodes were we do some beach fronts. Canalville has some awesome beach areas as well. I would check out the casino episode for crater lake and then I have a beach resort episode in canalville
You can make education district or mining district or palm Jumeirah Island in water

What should be the specs of your PC to play with this kinds of graphics and smoothness?
It really depends. I have a 4090 and a 13900k with 64gb of ram. I had a 2070 and an 8 core processor with 32gb of ram and it started to bog down before. But that's only because of the amount of detailing I do. I use a decent amount of mods and assets. If you don't play with to many you can get away with a mid teir PC build.

You forgot to add a lot of car parking spaces for this area
I decided to limit the extra parking lots. I wanted this area to be walkable and extra parking lots kill that.
Just getting into cities skylines but this looks amazing. Thanks for the great content hope to get there 1 day
