The officer did his job. Doesn’t want a situation escalating in front of the horse. One person raises a flag or sign and that draws attention of the wrong kind. It would spook the horse. They would let a kid wave a Union Jack next to the horse. Last thing you want is the horse bucking near the crowd. The officer doesn’t care whose flag it is.
