@Ryan As a kid, the Fourth Doctor's speech in Genesis Of The Daleks informed my view of the world so much, I still get ripples from it to this day. It's why the question of would you kill Hitler before he did anything bad has to have the answer of no. It will always be my favourite speech, although there are many others that are fantastic.
And the above noted Ninth Doctor moment only happened because the episode was running a bit short, and needed a bit of padding. Which gave Eccleston one of his best speeches. And poor Sixie has basically that one speech to really prove during his original run that he could speechify with the best of them, thanks to some of the weakest writing in the classic run. It took Big Finish to demonstrate what we could have had with proper writers to give the man something to say.

He was a brilliant writer. His problem is he needs boundaries. Give him an episode, he will make some of the best. Give him a whole series, he's all over the place.
Peter Capaldi man. that dude can goddamn act. his tenure on the show is one of the few times my mum watched Doctor Who with me cus she's not a big fan but she likes Peter Capaldi as an actor in general from other things he has been in and man alive that man in every scene he does including these speeches you can hear and feel his experience and all the emotions he puts into every word. He is magnetic. when Capaldi is on screen you sit up and pay attention. He pulls focus and commands the screen and you want to watch him. He is mesmerizing. My top 5 1. Scale Model Of War 2. @Lucy Preece Actually you are wrong, "Scale model of war" should be removed from the top, it sums up an underwhelming episode, not very well written, it is very long and shouty, but has no quality or substance to it except for Peter Capaldi's acting, the only reason some people like it is because they associate it with Peter Capaldi's acting. But the speech itself is too much long shouting and no quality, in fact I would go as far to say it is cringeworthy, and Peter Capaldi is one of my favourite doctors.

I like the Scale Model Of War speech because it is still relevant today 5 years later as it was in 2015. And also i will stress only a week after The Zygon Inversion aired on TV the horrid terrorist attacks in Paris happened. Making that speech in that episode the most poignant speech ever. 2017 three terror atracks in England and countless mass shootings and so much destruction. We never learn. For as long as we keep destroying each other that speech will be the most relevant speech ever on Doctor Who.

That speach From Vincent and the Doctor really helped me deal with my dad's suicide. I was angry for so long and carried so much guilt and this speach changed that for me. It will always be special. He was the reason I got into Doctor Who so it's doubly special.

Something I know beforehand will not be on this list (because it's very controversial) is Ten's "I could do so much more" spiel in End of Time- personally, I love it because I think it allows Tennant to display more of the Doctor's real feelings on something than we often see, especially with that incarnation, and then see him make the right decision and realize why he has to, which I think are made more impactful by said speech. But I do know a lot of people find it self-indulgent and annoying, which is fair, to each their own! EDIT: Additionally, this is one of those lists where I have all my own picks, but I can't argue with a single one of your choices, which shows how good these all are.
I like this one too. And the "Time Lord Victorious". They show a darker side, someone who is tired of being constrained when he has seen so much suffering that he otherwise could have stopped (going back to Capaldi's speech about his face).

Today's my birthday and I had a lot of conflicting emotions bubbling inside, I come downstairs to have breakfast and I'm wondering what I could watch that would genuinely make me feel better, your video was my immediate choice. A maybe 30 second clip shouldn't make me cry.😢 Pile of good things always gets me, more from the perspective of someone dealing with chronic depression herself. It's still worth trying to add to my pile of good things, even if baseline stays crummy. And makes me appreciate the people who try to help all the more. 💙
As a suggestion for a future list (if this isn't one you've already given to your patrons as a choice to vote on), a fun one could be Top 10 "eureka!" moments in Doctor Who. I'd say to keep it strictly to when The Doctor finally puts all the pieces together, but that'd exclude moments like when Donna figures out the significance of the numbers they see in The Doctor's Daughter.
i didn't expect my favorite to be here. Dave Tennant at the end of Gridlocked. it's not really a speech. and we never hear the end, due to the fade out. But, it was finally, to me, a look that he was letting the barriers down to Martha. "I lied to you, cos i liked it. For once i could pretend that they were still alive.." i dunno. it speaks to me of relationships, friendships, even people that have passed on, and how we hold moments in our heads, and in our hearts, that still echo with their name, and their face, and their smell. and pretending that they'll still alive is.. difficult. but not necessarily a bad thing. I think the older we become, the more memories bracket up. and for someone as old as The Doctor, the list must have reached 4 digits by now.
I think Capaldi is brilliant at selling the desperation in the speeches he gives. In another actor "scale model of war" and "because it's kind" could have come across as grand speeches, but thanks to his performance you see that he is just trying his best to convince the people he is speaking to do the right thing, and he is afraid he won't succeed, so he just keeps talking and talking in the hopes that they'll listen.
My dad and I were walking through our local park today at the end of a 10 mile walk and he remarked how, when I was a kid, a “long” walk used to be a circuit of the woodland we were in. This inspired me to quote Matt Smith in Time Of The Doctor pretty much word for word.
It is a good list but also very different from mine as I would include classic Who speeches. Although I get that Nathaniel isn't as familiar with that, so it's fair enough.
The speech that got me into Doctor Who was the “Don’t Blink” speech from Blink, but the one that hits me hardest is Nine’s “Everybody Lives”. Christopher Eccleston’s acting and delivery and all of the emotion I feel when he says it makes me tear up every time.
"everybody lives" is my absolute favorite moment. And it's what makes 9 my favorite doctor. I love the outfit. The necklace is great, the hair is beautiful, the jacket is a great color.
I appreciate the list. Personally, I'm a big tenth and twelfth fan, I could easily do a top ten speeches for either of them. The puppyish joy of David, and the anger of Peter distilled, is just so emotional, it rips past any defences, and grips my soul... Edit: All that being said, I loved your picks for Matt, too.
I'm not even a DW fan really, I watched it 10-ish years ago, but my friend is and 12 is her favourite so I knew what No1 will be. Even out of context, that speech is magnificent. I mean, even if you never heard of DW you are likely to Like it.

@brad 2020 basically its a system called patreon that you can fund a certain amount of money to a creator monthly and they'll let you access little perks from them. for example, council of geeks allows their patreon members (patrons) to access their videos early as well as some more things too! :)

@@Ben-vf5gk - oh, yeah. We don't see a second of the Time War, but we don't need to. Ten's words alone is cosmic horror enough. I have actually written an edited version of The End of Time, acting as an alternate to the one we got. In The Writer's Tale, Davies discusses his two minds; a two part finale or a one part finale, both vastly different. I wrote up the latter with as many of Russell's ideas as I could. Well, anyway, there are many scenes set in the Time War, but nothing beats Ten's description.

I always felt that the "Just this once, everybody lives" line was also a little bit of fun on Moffat's part too.......basically saying to the audience "enjoy it, because its literally the last time I'm ever going to let that happen in one of my episodes" ;).
A few months ago, someone on FB asked what you would change about the world if you could? Folks were saying some wonderful things, like an end to AIDS or preventing wars or coming up with universal reforms, etc. I said "I wish when people interact, our default would be kindness." Because I had listened to the Doctor words and found them good. The epitome of good. Got a lot of positive feedback from that. And of ocurse, this is something you yourself can do. Thanks for this list. It is a wonderful one.
Love the list! Love your thoughts and perspective! Capaldi’s War speech will always be my #1 though for the line “until everybody does what they were always gonna have to do: Sit down and talk about it!” I think about that line so often especially this last year. Everyone is always so angry and so sure they’re right and refusing to just sit down and talk it out. Always love watching your videos!
My favorite speech of all time is Capaldi’s goodbye speech. I want to tattoo a bit out of that (love is always wise) because I feel like that’s how I should live.

I love this list. Just be kind is my favorite Doctor speech of all time. One I think may have been too short for the list but I would have put on it because it does such a good job of explaining what you are about to watch is when 9 meet Rose for the first time and he say “hello Rose, run for your life.” I think it is the perfect microcosm of the series. Run for your life until you cannot run anymore. If you cannot run, only then is it worth it to fight.
I agree, that line to Rose is kind of a microcosm for the series but it isn't really a speech. As you say, it's too short and is just a line. It was a great way to introduce the Doctor too.
What's great is that there were some choices on this list that when you first said them I thought "Why is that on here?" But when you went onto explain they went up highly in my estimation and I appreciate them more now

I don't really rewatch things, so it has been more than a decade since I watched nine's "everybody lives" speech but I still remember it now and then and love it. It really stuck with me. It may even be what made me really fall in love with the series.
When I clicked on the video, I was hoping to find 1st Doctor's last words hate, but then the caption *MODERN appeared on screen. Anyways, It goes like this: "One day I shall come back. Yes, I shall come back. Until then, there must be no regrets, no tears, no anxieties. Just go forward in all your beliefs and prove to me that I am not mistaken in mine."
I loved when they reused this from "The Dalek Invasion of Earth" as the opening pre-titles sequence in "The Five Doctors". It was how I first heard it, because I bounced all around watching classic Who - whatever was on PBS, or whatever tapes my mom and my aunt found for me. "The Five Doctors" was one of my earlier tapes, and I can still quote most of it.
Some great choices on here. I loved, and could relate to 5 too for reasons of how much challenge and change I've faced in life. As for 3 and adding to "his pile of good things" that whole episode is brutally brilliant and has me in tears every time.

The 4th Doctor's "homo sapiens" speech in Ark in Space and the 6th Doctor's rant about the corruption of the time lords in Trial' are two of my favourite moments in the show.
The "i know what this face is for" speech for me had even more weight because when he saved that face, it was because Donna had to remind him to save at least someone and not stand by and watch
Brilliant video & ranking. I totally agree with your number one. Somehow I don't really see it on many lists. Hmmm. But anyways. Oooh, also my second favourite would have to go to Capaldi's regen speech. The music, the acting and the writing was just sublime.
I agree will your list for the most part. I actually remembered some speeches that I forgot since last seeing it. Though Capaldi's regeneration "doctor I let you go" would be on my list. It also has the never fail to be kind line which you spoke about in your number one spot.
Capaldi's my favourite too and I love his regeneration speech. It's not perfect (all the crap about children knowing his name should've been cut), but his list of instructions ("Never ever eat pears!") is a great mission statement for the Thirteenth Doctor and I love how he ends with "Laugh hard... run fast... be kind". Those six words tell the whole story of who the Doctor is for me.
I have to confess I literally cried when I saw three of these speeches for the first time back in the day. And each of them has an impact even nowadays.
The Whittaker speech I would've gone with (unless it's too short under your criteria) is her speech from The Witchfinders. When she's tied to the tree, and she tells King James (paraphrasing), "you can't live sheltered. The only way to not be afraid of the unknown is to broaden your horizons." That was the moment where Whittaker's Doctor really won me over
Thanks for the video. Scale Model of War is still my favourite, gets me every time. Not a speech by the Doctor, but as the title was Doctor Who speeches, Baines' "Do you think they will thank you?" from Family of Blood was pretty special I think. (There's an actor who would make a good Doctor)

These are all amazing speeches. Ones I might have added or switched something for: "Take it all, baby" from Rings of Ahkaten (admittedly because I've seen the convention clip where Colin Baker does a dry read of it, and it is so, so good when he reads it as the Doctor), Capaldi's final words before regenerating, and Eccleston's declaration to the Daleks at the end of "Bad Wolf", all the way up to "Rose, I'm coming to get you." I'm kind of surprised you didn't do any Classic Who speeches. Those are what I think of with top Doctor speeches, personally (then again, I got into the show back in the 90s). Tom Baker's "Homo Sapiens" speech from The Ark in Space, Colin Baker's "Power Mad Conspirators" speech from Trial of a Time Lord, Patrick Troughton's quiet speech to Victoria about seeing his family "only when I want to; the rest of the time they sleep in my mind" from Tomb of the Cybermen (which Whittaker was definitely paying homage to with her speech about her family). Davison's "well prepared meal" from Earthshock. Hartnell's farewell speech to Susan in Dalek Invasion of Earth. Tom Baker's "Do I have the right?" from Genesis of the Daleks. McCoy's speech to Morgaine about the horrors of nuclear war "a child looks up into the sky, his eyes turn to cinders" from Battlefield. McCoy's final speech in Survival "Come on Ace, we've got work to do!" These are the ones off the top of my head. If I looked through all the stories I've seen, I could find plenty more. I'd love to see you do a video for classic Doctor speeches at some point. Or top 10 companion speeches, because they get some really good ones, too.
Thank you, loved this. I have a soft spot, although it’s not a ‘Doctor speech’ per se for Alex Kingston’s/River Song closing monologue in Forest of the Dead. It does a similar thing to ‘Everybody lives’ but from without the Doctor’s perspective, I.e. most of us if we were to become a companion.
In my opinion the pile of good things is the best speech in Doctor who because it is so emotional and impactful to anyone who hears it and that quote is the first Doctor who speech I memorised and I really hope that i get to share this speech with someone who needs it
Tom Baker has some good ones in Genesis of the Daleks. The two wires one and the vial scenario. Smith's "One thing never to put in a trap." and Pandorica speech. Troughton talking about his family to Victoria in Tomb of the Cybermen. Might be cool to have a list of speeches per doctor.
Tennant’s monologue in “The Christmas Invasion” is a personal favorite. And describes his Doctor so much “judging by the evidence I’ve certainly got a gob!”
The Doctor Dances would be my number one...but not what you might be thinking. It isn't "Everybody lives!" or "Twenty years to pop music!" It's the speech explaining Jamie's plan (or, horrifyingly, the lack thereof): _"They patch [Jamie] up. Can't tell what's gasmask and what's skull, but they do their best. Then off they fly, off they go, work to be done. Because, you see, now they think they know what people should look like, and it's time to fix all the rest. And they won't ever stop. They won't ever, ever stop. The entire human race is going to be torn down and rebuilt in the form of one terrified child looking for its mother, and nothing in the world can stop it!"_ It's not just about Jamie, but also *a meticulously crafted metaphor for Hitler.* I've never seen so much dedication for what is, when it comes down to it, exposition. It's a furiously tender moment.

A good one from the 13th Doctor would be the speech from near the end of The Haunting of Villa Diodati. The whole "this isn't a flat team structure" speech where she lays out how time works and she has to make the tough decisions. Also, something I think a lot of people over look is from Music of the Spheres. It isn't much but the short is mostly comedic, but David Tennant has that way of slowing things down and giving an impassioned speech.
Maybe there should been a split: list of the Doctors final speeches, and a list of all others. Last words have especially important emotional and legal weight.
I was surprised that what I consider to be the 13th Doctor's best speech didn't make the list. "sometimes this team structure isn't flat. It's mountainous with me at the summit, in the stratosphere, alone". I agree with you she does often get saddled with technobabble and historical stuff.
I'd actually be very interested in hearing your thoughts on the (extended version of the) speech from the end of 1989's "Battlefield" -- It's a short one, like a number of the ones on this list, but that final bit absolutely gives me chills and makes my eyes water every time I think about it.

A young thing, something of a danger. She was getting too close. I felt the blood lust rising, just as the family taught me, I was going to kill her without a thought. And then I stopped. She's alive somewhere right now. She's walking around this city because I can change. I did change. I know I can't prove it. The Doctor: You let one of them go, but that's nothing new. Every now and then, a little victim's spared because she smiled, because he's got freckles, because they begged. And that's how you live with yourself. That's how you slaughter millions. Because once in a while, on a whim, if the wind's in the right direction, you happen to be kind. Margaret: Only a killer would know that. Is that right? From what I've seen, your funny little happy go lucky little life leaves devastation in its wake. Always moving on because you dare not look back. @Ryan As a kid, the Fourth Doctor's speech in Genesis Of The Daleks informed my view of the world so much, I still get ripples from it to this day. It's why the question of would you kill Hitler before he did anything bad has to have the answer of no. It will always be my favourite speech, although there are many others that are fantastic.

And the above noted Ninth Doctor moment only happened because the episode was running a bit short, and needed a bit of padding. Which gave Eccleston one of his best speeches.
And poor Sixie has basically that one speech to really prove during his original run that he could speechify with the best of them, thanks to some of the weakest writing in the classic run. It took Big Finish to demonstrate what we could have had with proper writers to give the man something to say.

He was a brilliant writer. His problem is he needs boundaries. Give him an episode, he will make some of the best. Give him a whole series, he's all over the place.
Fans _always_ complain about the current showrunner. Just look at what people were saying about John Nathan-Turner!
Peter Capaldi man. that dude can goddamn act. his tenure on the show is one of the few times my mum watched Doctor Who with me cus she's not a big fan but she likes Peter Capaldi as an actor in general from other things he has been in and man alive that man in every scene he does including these speeches you can hear and feel his experience and all the emotions he puts into every word. He is magnetic. when Capaldi is on screen you sit up and pay attention. He pulls focus and commands the screen and you want to watch him. He is mesmerizing.

@Lucy Preece Actually you are wrong, "Scale model of war" should be removed from the top, it sums up an underwhelming episode, not very well written, it is very long and shouty, but has no quality or substance to it except for Peter Capaldi's acting, the only reason some people like it is because they associate it with Peter Capaldi's acting. But the speech itself is too much long shouting and no quality, in fact I would go as far to say it is cringeworthy, and Peter Capaldi is one of my favourite doctors.

I like the Scale Model Of War speech because it is still relevant today 5 years later as it was in 2015. And also i will stress only a week after The Zygon Inversion aired on TV the horrid terrorist attacks in Paris happened. Making that speech in that episode the most poignant speech ever. 2017 three terror atracks in England and countless mass shootings and so much destruction. We never learn. For as long as we keep destroying each other that speech will be the most relevant speech ever on Doctor Who.
Capaldi could monologue. Even when it wasn’t a character defining moment, his speeches could just carry standalone episodes.
Heaven Sent pretty much proves this. That episode is more or less an extended monologue by Capaldi and it's gold.

That speach From Vincent and the Doctor really helped me deal with my dad's suicide. I was angry for so long and carried so much guilt and this speach changed that for me. It will always be special. He was the reason I got into Doctor Who so it's doubly special.

It's certainly my favorite and honestly, I think it's the best speech or one of the best.
I've seen doctors 5 through 8 do this speech and 6 and 7 actually do it better, and they are cold readings too!
Something I know beforehand will not be on this list (because it's very controversial) is Ten's "I could do so much more" spiel in End of Time- personally, I love it because I think it allows Tennant to display more of the Doctor's real feelings on something than we often see, especially with that incarnation, and then see him make the right decision and realize why he has to, which I think are made more impactful by said speech. But I do know a lot of people find it self-indulgent and annoying, which is fair, to each their own!

A maybe 30 second clip shouldn't make me cry.😢 Pile of good things always gets me, more from the perspective of someone dealing with chronic depression herself. It's still worth trying to add to my pile of good things, even if baseline stays crummy. And makes me appreciate the people who try to help all the more. 💙
As a suggestion for a future list (if this isn't one you've already given to your patrons as a choice to vote on), a fun one could be Top 10 "eureka!" moments in Doctor Who. I'd say to keep it strictly to when The Doctor finally puts all the pieces together, but that'd exclude moments like when Donna figures out the significance of the numbers they see in The Doctor's Daughter.

it's not really a speech. and we never hear the end, due to the fade out. But, it was finally, to me, a look that he was letting the barriers down to Martha.

i dunno. it speaks to me of relationships, friendships, even people that have passed on, and how we hold moments in our heads, and in our hearts, that still echo with their name, and their face, and their smell.
and pretending that they'll still alive is.. difficult. but not necessarily a bad thing.
I think the older we become, the more memories bracket up. and for someone as old as The Doctor, the list must have reached 4 digits by now.
I think Capaldi is brilliant at selling the desperation in the speeches he gives. In another actor "scale model of war" and "because it's kind" could have come across as grand speeches, but thanks to his performance you see that he is just trying his best to convince the people he is speaking to do the right thing, and he is afraid he won't succeed, so he just keeps talking and talking in the hopes that they'll listen.
My dad and I were walking through our local park today at the end of a 10 mile walk and he remarked how, when I was a kid, a “long” walk used to be a circuit of the woodland we were in. This inspired me to quote Matt Smith in Time Of The Doctor pretty much word for word.

It is a good list but also very different from mine as I would include classic Who speeches. Although I get that Nathaniel isn't as familiar with that, so it's fair enough.
The speech that got me into Doctor Who was the “Don’t Blink” speech from Blink, but the one that hits me hardest is Nine’s “Everybody Lives”. Christopher Eccleston’s acting and delivery and all of the emotion I feel when he says it makes me tear up every time.
"everybody lives" is my absolute favorite moment. And it's what makes 9 my favorite doctor.
I love the outfit. The necklace is great, the hair is beautiful, the jacket is a great color.

My #1 has got to be the Rings of Akhaten speech. The traumas that brought back for the doctor were really something, and really resonated with me.
I appreciate the list. Personally, I'm a big tenth and twelfth fan, I could easily do a top ten speeches for either of them. The puppyish joy of David, and the anger of Peter distilled, is just so emotional, it rips past any defences, and grips my soul...

I'm not even a DW fan really, I watched it 10-ish years ago, but my friend is and 12 is her favourite so I knew what No1 will be. Even out of context, that speech is magnificent. I mean, even if you never heard of DW you are likely to Like it.

I have actually written an edited version of The End of Time, acting as an alternate to the one we got. In The Writer's Tale, Davies discusses his two minds; a two part finale or a one part finale, both vastly different. I wrote up the latter with as many of Russell's ideas as I could. Well, anyway, there are many scenes set in the Time War, but nothing beats Ten's description.

I always felt that the "Just this once, everybody lives" line was also a little bit of fun on Moffat's part too.......basically saying to the audience "enjoy it, because its literally the last time I'm ever going to let that happen in one of my episodes" ;).
A few months ago, someone on FB asked what you would change about the world if you could? Folks were saying some wonderful things, like an end to AIDS or preventing wars or coming up with universal reforms, etc. I said "I wish when people interact, our default would be kindness." Because I had listened to the Doctor words and found them good. The epitome of good. Got a lot of positive feedback from that. And of ocurse, this is something you yourself can do.

Capaldi’s War speech will always be my #1 though for the line “until everybody does what they were always gonna have to do: Sit down and talk about it!” I think about that line so often especially this last year. Everyone is always so angry and so sure they’re right and refusing to just sit down and talk it out. Always love watching your videos!

My favorite speech of all time is Capaldi’s goodbye speech. I want to tattoo a bit out of that (love is always wise) because I feel like that’s how I should live.

I love this list. Just be kind is my favorite Doctor speech of all time. One I think may have been too short for the list but I would have put on it because it does such a good job of explaining what you are about to watch is when 9 meet Rose for the first time and he say “hello Rose, run for your life.” I think it is the perfect microcosm of the series. Run for your life until you cannot run anymore. If you cannot run, only then is it worth it to fight.
I agree, that line to Rose is kind of a microcosm for the series but it isn't really a speech. As you say, it's too short and is just a line. It was a great way to introduce the Doctor too.

I don't really rewatch things, so it has been more than a decade since I watched nine's "everybody lives" speech but I still remember it now and then and love it. It really stuck with me. It may even be what made me really fall in love with the series.
I love Capaldi’s “I am an idiot” speech. It says who the Doctor is, and who they should be in just a handful of sentences.
When I clicked on the video, I was hoping to find 1st Doctor's last words hate, but then the caption *MODERN appeared on screen.
Anyways, It goes like this:
"One day I shall come back. Yes, I shall come back. Until then, there must be no regrets, no tears, no anxieties. Just go forward in all your beliefs and prove to me that I am not mistaken in mine."
I loved when they reused this from "The Dalek Invasion of Earth" as the opening pre-titles sequence in "The Five Doctors". It was how I first heard it, because I bounced all around watching classic Who - whatever was on PBS, or whatever tapes my mom and my aunt found for me. "The Five Doctors" was one of my earlier tapes, and I can still quote most of it.
Some great choices on here. I loved, and could relate to 5 too for reasons of how much challenge and change I've faced in life. As for 3 and adding to "his pile of good things" that whole episode is brutally brilliant and has me in tears every time.

The 4th Doctor's "homo sapiens" speech in Ark in Space and the 6th Doctor's rant about the corruption of the time lords in Trial' are two of my favourite moments in the show.
The "i know what this face is for" speech for me had even more weight because when he saved that face, it was because Donna had to remind him to save at least someone and not stand by and watch

I agree will your list for the most part. I actually remembered some speeches that I forgot since last seeing it. Though Capaldi's regeneration "doctor I let you go" would be on my list. It also has the never fail to be kind line which you spoke about in your number one spot.
Capaldi's my favourite too and I love his regeneration speech. It's not perfect (all the crap about children knowing his name should've been cut), but his list of instructions ("Never ever eat pears!") is a great mission statement for the Thirteenth Doctor and I love how he ends with "Laugh hard... run fast... be kind". Those six words tell the whole story of who the Doctor is for me.
7's got a great speech in battlefield.
I have to confess I literally cried when I saw three of these speeches for the first time back in the day. And each of them has an impact even nowadays.
The Whittaker speech I would've gone with (unless it's too short under your criteria) is her speech from The Witchfinders. When she's tied to the tree, and she tells King James (paraphrasing), "you can't live sheltered. The only way to not be afraid of the unknown is to broaden your horizons."
That was the moment where Whittaker's Doctor really won me over

These are all amazing speeches. Ones I might have added or switched something for: "Take it all, baby" from Rings of Ahkaten (admittedly because I've seen the convention clip where Colin Baker does a dry read of it, and it is so, so good when he reads it as the Doctor), Capaldi's final words before regenerating, and Eccleston's declaration to the Daleks at the end of "Bad Wolf", all the way up to "Rose, I'm coming to get you."
I'm kind of surprised you didn't do any Classic Who speeches. Those are what I think of with top Doctor speeches, personally (then again, I got into the show back in the 90s). Tom Baker's "Homo Sapiens" speech from The Ark in Space, Colin Baker's "Power Mad Conspirators" speech from Trial of a Time Lord, Patrick Troughton's quiet speech to Victoria about seeing his family "only when I want to; the rest of the time they sleep in my mind" from Tomb of the Cybermen (which Whittaker was definitely paying homage to with her speech about her family). Davison's "well prepared meal" from Earthshock. Hartnell's farewell speech to Susan in Dalek Invasion of Earth. Tom Baker's "Do I have the right?" from Genesis of the Daleks. McCoy's speech to Morgaine about the horrors of nuclear war "a child looks up into the sky, his eyes turn to cinders" from Battlefield. McCoy's final speech in Survival "Come on Ace, we've got work to do!" These are the ones off the top of my head. If I looked through all the stories I've seen, I could find plenty more. I'd love to see you do a video for classic Doctor speeches at some point. Or top 10 companion speeches, because they get some really good ones, too.
Thank you, loved this. I have a soft spot, although it’s not a ‘Doctor speech’ per se for Alex Kingston’s/River Song closing monologue in Forest of the Dead. It does a similar thing to ‘Everybody lives’ but from without the Doctor’s perspective, I.e. most of us if we were to become a companion.
In my opinion the pile of good things is the best speech in Doctor who because it is so emotional and impactful to anyone who hears it and that quote is the first Doctor who speech I memorised and I really hope that i get to share this speech with someone who needs it
Tom Baker has some good ones in Genesis of the Daleks. The two wires one and the vial scenario. Smith's "One thing never to put in a trap." and Pandorica speech. Troughton talking about his family to Victoria in Tomb of the Cybermen. Might be cool to have a list of speeches per doctor.

Tennant’s monologue in “The Christmas Invasion” is a personal favorite. And describes his Doctor so much “judging by the evidence I’ve certainly got a gob!”

It isn't "Everybody lives!" or "Twenty years to pop music!" It's the speech explaining Jamie's plan (or, horrifyingly, the lack thereof):

Because, you see, now they think they know what people should look like, and it's time to fix all the rest. And they won't ever stop. They won't ever, ever stop. It's not just about Jamie, but also *a meticulously crafted metaphor for Hitler.* I've never seen so much dedication for what is, when it comes down to it, exposition. It's a furiously tender moment.

I practically live by Eleven’s “Pile of Good Things and Bad Things” speech. It helps me a lot.
A good one from the 13th Doctor would be the speech from near the end of The Haunting of Villa Diodati. The whole "this isn't a flat team structure" speech where she lays out how time works and she has to make the tough decisions. Also, something I think a lot of people over look is from Music of the Spheres. It isn't much but the short is mostly comedic, but David Tennant has that way of slowing things down and giving an impassioned speech.
Maybe there should been a split: list of the Doctors final speeches, and a list of all others. Last words have especially important emotional and legal weight.

I was surprised that what I consider to be the 13th Doctor's best speech didn't make the list. "sometimes this team structure isn't flat. It's mountainous with me at the summit, in the stratosphere, alone". I agree with you she does often get saddled with technobabble and historical stuff.
I'd actually be very interested in hearing your thoughts on the (extended version of the) speech from the end of 1989's "Battlefield" -- It's a short one, like a number of the ones on this list, but that final bit absolutely gives me chills and makes my eyes water every time I think about it.
