That thing where a team intentionally under fuels a car is called "short fueling". We've been doing that in the States since the 60's that I can remember, and probably much longer than that! Not only does it help with track position, but there are many other strategic reasons such as a lighter car for a faster stint or short fueling on a green flag stop with plans to do a full stop during the next FCY. Sometimes a team will choose to make 3 quick stops and carry less weight throughout the race while others will make 2 stops and suffer longer lap times due to a heavier fuel load and longer tire runs. A good example can be found on the indycar UA-cam channel, look for a race on the indianapolis road course, any year. The race distance is just a touch too long for a two stop race so the winner often wins on pit strategy. It's often the guy who jumps into the pit at an opertune time for a quick top off who wins!
Not sure why more series, particularly IMSA, don't adopt the Full Course Yellow as an alternative to safety cars, since FCYs can be started and ended with much less disruption than can the deployment of a safety car.
