And in the game you can buy or unbox paint buckets to color most cosmetics and there are also warpaints for weapons.
You didn't get Max's Severed Head from Poker Night, it was a pre-order bonus for one of the Sam & Max games. Source: I have both Poker Night games and have never owned a Max's Severed Head.

A lot of cosmetics have paint regions added to them. Basically, that means certain parts of the cosmetic can be dyed with the respective paint bucket being used on it. Hair and hats tend to have more noticeable paint regions. (Also the cosmetics are interchangeable, so you can use one hat with your preferred style of shirt, pants, or boots up to at most three different cosmetics, as long as they don't directly overlap certain regions. So... yea, lots of variety.)
You can paint most items in tf2. You can make pretty much anything any color you want! Except red or blue, those are restricted to the team color paints, which dynamically pick one or the other depending on what team you're on.
in regards to how many hats there are in this game, the Stupendium put it best in their video "Matter of Facts" "There are more hats in Team Fortress 2 than there are real forts in the whole EU!"
TF2 has a lot of hats and weapon customization options. You can festivize guns, apply normal, specialized, and professional killstreak kits to guns, but for hats there’s paints. Lazypurple particularly paints everything purple. Please play TF2, I promise you’ll have as much if not more fun despite the learning curve for every class

(jokes aside even with the snipers being completely still, Lazy's reaction speed and accuracy is still impressive, I would need to take my time here so that I don't overshoot, but he just drops them like dominoes the moment they enter his field of vision without hesitation, still to this day it makes me feel a little bad that my journey as sniper didn't turn out anywhere near his level)

if you're still questioning about the purple cosmetics, it's not them specifically, you have the ability to paint certain hats and things.

the cosmetics are not purple by default there are paint buckets you can purchase that allow you to color your hats or other cosmetics
